RA 9262Women enactedand on Their MarchChildren, 04, 2004Providing “An act defining Violence Against for Protective Measures for Victims, Prescribing Penalties therefore and for Other Purposes”. RA 9710 otherwise known as the Magna Carta of Women (MCW) was enacted into into law on August 14, 2009. 2009. Among its pro provisions visions is the establishment of a Violence Against Women (VAW) Desk as specified under Section 9 (D) of the law and the Designation of a VAW Desk Officer as provided under Section 12 (D), Rule IV of its Implementing Rules and Regulations (IRR).

DILG-DSWD-DOH-DepEd-PCW Joint Memorandum Circular No 2010-02 dated December 9, 2010 provides for the Guidelines and Procedures in the the Establis Establishment hment of of a VAW Desk in Every Barangay, to ensure that all forms of violence against women cases are fully addressed in a genderresponsive manner.

Assist v victims ictims of VAW in securing Barangay Protection Order (BPO) and access necessary services;

 

Functions of Barangay VAW Desk 5. Develop the barangay’s gender-responsive plan in addressing gender-based  violence, including ssupport upport service services, s, capacity building an and d referral sys system; tem; 6. Coordinate with and refer cases to government agencies, nongovernment organizations (NGOs),institutions, and other service providers as necessary; 7. Address other with formsdisabilities, of abuse committed women, especially senior citizens, women and other against marginalized groups; 8. Lead advocacies on the elimination of VAW in the community; and 9. Perform other related functions as may be assigned.

Allocation of Fund for VAW Desk Operation

 

Generation of Data and Reporting Proper recordkeeping and regular reporting by the VAW Desk Officer are important to keep track of VAW incidents and to generate data. The relevant data will help in determining and developing needed remedies, effective advocacy programs, and better laws and policies addressing VAW.

Develop thegender-based barangay’s gender-responsive in addressing violence, includingplan support services,capacity building and referral system and  Lead advocacies on the elimination of VAW in the community.
