INTRODUCTION
1.1 The fifty-eighth session of the Marine Environment Protection Committee was held at IMO Headquarters from 6 to 10 October 2008 under the chairmanship of Mr. A. Chrysostomou (Cyprus). The Committee’s Vice-Chairman, Mr. A. Chatterjee (India), was also present. 1.2

Statement by ICS on behalf of the industry on piracy 1.7 The statement made by ICS on behalf of the industry concerning piracy in the Gulf of Aden is set out in annex 2. Adoption of the agenda 1.8 The Committee adopted the agenda (MEPC 58/1) and the provisional timetable for guidance during the session (MEPC 58/1/1, annex 2, as amended). The agenda, as adopted, with a list of documents considered under each agenda item, is set out in document MEPC 58/INF.25. Credentials 1.9 The Committee noted the report of the Secretary-General that credentials of the delegations were in due and proper order. 2
HARMFUL AQUATIC ORGANISMS IN BALLAST WATER
2.1 The Committee recalled that, from 31 May 2005, the “International Convention for the Control and Management of Ships’ Ballast Water and Sediments” (BWM Convention) had been open for accession by any State and noted that three more States (France, Liberia and South Africa) had acceded to the Convention since the last session, which brought the number of Contracting Governments to 16, representing an encouraging 14.24% of the world merchant fleet tonnage. The Committee urged the other Member States to ratify this Convention at the earliest possible opportunity. ESTABLISHMENT OF THE BALLAST WATER REVIEW GROUP 2.2 The Committee recalled that MEPC 57 had agreed to re-establish the Ballast Water Review Group at this session and had approved the provisional terms of reference of the Group, as set out in annex 2 of document MEPC 57/21. In view of the significant volume of work, the Committee instructed the Group to start working immediately on the outstanding matters from MEPC 57 and on further development of Guidelines (G2) and (G8). The Committee agreed that the documents related to the above-mentioned matters should be forwarded to the Group for consideration and would not be introduced in plenary when the Group re-joins the plenary at a later stage. 2.3 Following an intervention by Brazil, the Group was also instructed to allow Brazil to come back on their document MEPC 55/2/20 and provide additional clarification as, in their view, the proposals contained in this document were not fully understood during the discussions at BLG 12.

REPORTS OF THE SIXTH AND SEVENTH MEETINGS OF THE GESAMP-BWWG 2.4 After resuming the consideration of this agenda item on Wednesday, 8 October 2008, the Committee noted that the sixth and seventh meetings of the GESAMP-BWWG were held from 19 to 23 May 2008 and from 30 June to 4 July 2008, at the IMO Headquarters, under the chairmanship of Mr. Jan Linders and Mr. Finn Pedersen, respectively. During the two meetings, the GESAMP-BWWG reviewed a total of six proposals for approval of ballast water management systems that make use of Active Substances submitted by Germany, Japan, the Netherlands, Norway and the Republic of Korea. 2.5 The Committee further noted that the seventh meeting of the GESAMP-BWWG was held as an extraordinary meeting in addition to the regular meeting scheduled between MEPC 57 and MEPC 58, to review the proposals which could not be reviewed by the sixth meeting and which had been submitted before the deadline for submission of proposals for approval to MEPC 58. The Committee expressed its appreciation for the efforts made by the members of the GESAMP-BWWG to accomplish this task and to facilitate timely development of new ballast water technologies. Basic Approval 2.6 The Committee, having considered the recommendations contained in annexes 5 and 6 of the “Report of the sixth meeting of the GESAMP-BWWG” (MEPC 58/2/7) as well as recommendations contained in annex 5 of the “Report of the seventh meeting of the GESAMP-BWWG” (MEPC 58/2/8), agreed to give Basic Approval to: .1
the TG Ballastcleaner and TG Environmentalguard System proposed by Japan in document MEPC 57/2/8;
.2
the Greenship’s Ballast Water Management System proposed by the Netherlands in document MEPC 57/2/7; and
.3
the Ecochlor® Ballast Water Treatment System proposed by Germany in document MEPC 58/2/2.
2.7 The Committee then invited the Administrations of Japan, the Netherlands and Germany to take into account all the recommendations made in annexes 5 and 6 of the sixth report and annex 5 of the seventh report, respectively, during the further development of the systems. 2.10 Having received additional clarification from the Co-Chairman of the GESAMP-BWWG, the Committee agreed to give Final Approval to the OceanSaver® Ballast Water Management System proposed by Norway in document MEPC 58/2/1 and, at the same time, invited the Administration of Norway to verify that all the recommendations made in annex 4 of the above report are fully addressed prior to the issuance of a Type Approval Certificate. 2.11 Having examined the recommendations contained in annex 6 of the “Report of the seventh meeting of the GESAMP-BWWG” (MEPC 58/2/8), the Committee did not agree to give Final Approval to the NK-O3 BlueBallast System proposed by the Republic of Korea in document MEPC 58/2/3 for the reasons given in annex 6 of the above report. 2.12 The delegation of Republic of Korea thanked GESAMP-BWWG for the recommendations regarding the ballast water management system described in document MEPC 58/2/3 and indicated that all these recommendations were being carefully addressed and a new proposal for Final Approval would be submitted for re-evaluation by the GESAMP-BWWG and subsequent consideration by the Committee at its fifty-ninth session. Future work of the GESAMP-BWWG 2.13 The Committee, having considered the information provided by the Secretariat, noted the suggested time schedule for the eighth meeting of the GESAMP-BWWG (16 to 20 February 2009) and invited Members to submit their proposals for approval (application dossiers) and the non-confidential description of their ballast water management systems to MEPC 59, as soon as possible but not later than 19 December 2008. 2.14 Recognizing the need to facilitate the timely development of ballast water treatment technologies to alleviate the concerns of the shipping industry regarding their availability and recognizing also, based on previous experience, that a maximum of three application dossiers could be reviewed at any one meeting, the Committee agreed that an additional meeting of the GESAMP-BWWG could be organized if more than three proposals for approval of ballast water management systems are received for the same session of the MEPC in accordance with an established deadline. 2.15 In that context, the Committee agreed further that the reports of such additional meetings would be processed as a matter of urgency with the necessary relaxation of the deadline, to facilitate their consideration during the following session of the MEPC and that only the main body of the GESAMP-BWWG’s reports be translated in all the three working languages with the annexes in English only. 1. The electrical system plans associated with the ECS System are to be submitted indicating protections against overload and short circuit by automatic protective devices, so that in the event of an overload or a short circuit, the device will operate to isolate it from the systems, as per 4-8-2/9 of the Rules. 2. Power Distribution panels' enclosures and assemblies are to be constructed as per 4-8-3/5.3.1 and 4-8-3/Table 2 of the Steel Vessel Rules. 3. Alarms, monitoring and interlocks associated with pressurized equipment related to the ECU are to be periodically tested to ensure correct operation. The inspection and testing methods are to be documented in the BWT system operating manual. 4. ABS does not have information and has not reviewed the Ballast Water Treatment System's effect on coatings, steel plating or ballast water piping system. vessel's Ballast Water Tank coatings is to be submitted to the vessel's Owner. 5. Permanent warning plates are to be installed near any areas into which hydrogen gas could escape. 6. Hazardous areas are defined in IEC 60092-502, referenced in SOLAS II-1/45.11 and also in the ABS SVR 4-8-4 / 27.1 7. The "ECU room" is the room in which the ECU is located. 8. "ECU rooms" located in non-hazardous areas are to be installed with a minimum of twenty (20) air changes per hour. 9. The fan used for providing ventilation to the ECU Room is to be non-sparking and is to be suitable for use in hazardous areas. 10. General Specification 1. Electro-Chamber Unit (ECU) ECU, a core equipment of Electro CleenTM System, consists of 3 electro modules, so-called, EM. Its wy of disinfection is to use electrolysis with the application of electric currents, electric potential difference and OH- radicals generated during electrolysis procedure. Furthermore, TRO generated by electrolysis prevents the re-growth of micro-organisms. 2. Power Control Unit (PCU) PCU provides power to LOP(Local Operation Panel) and control overall communication of Electro CleenTM System and Alarm signal. 3. Power Distributor Equipment (PDE) Power Meta of PDE consists of RCM(Rectifier Control Module) and provides 220V/440V power to ECS components and it monitors the state of power supplt in real-time real-time. HMI(Human Machine Interface) receives signal from RCM and it controls electric both current and voltage and it also can be controlled by PRE(Power Rectifier Equipment). 4. Power Rectifier Equipment (PRE) It is to convert the input voltage from PDE 440 AC to 10V (3000Am) DC to ECU for generating electrolysis. It also converts 440 voltages to 220 voltages for control power in ECS. It is recommendable to install PRE close to ECU for fully capable operation. 5. Auto Neutralization Unit (ANU) ANU is the equipment for neutralizing TRO density, which remains at ballast water during discharge. ANU automatically control neutralizing agent volume and discharge the agent into pipe line. ANU receives power and communication line by LOP. 6. TRO Sensor Unit (TSU) TSU based on checked TRO(Total Residual Oxidant) figure controls adequate amount of electricty during ballasting and adjust injection amount of neutral agent during deballasting. TSU is automatically operated with HMI. Manual operation of TSU is possible even though. TSU is under disorder by receiving approval of power and communication line from LOP. 7. Local Operation Panel (LOP) LOP takes a role of hub, which delivers all sensor data from every equipments to PCU and provides power to all sensors.

8. Control PC (CPC) CPC is operated by HMI(Human Machine Interface) software and it is designed to control master both automatically and manually. CPC is usually installed at Cargo Control Room and on the front of PCU. However, CPC installed at PCU can only be used when Master CPC is out of order. 9. Flow Meter Unit (FMU) FMU detects water flow volume in pipe line. After receiving water flow volume from FMU, its signal is sent to PRE to control adequate power control. 10. Conductivity Sensor Unit (CSU) During ballasting, CSU measures conductivity of ballast water and its information will be sent to HMI automatically to control intensity of voltage. 11. Fresh water Temperature Sensor (FTS) FTS measures fresh water and its information is sent to HMI. If temperature of Fresh water increased over 40℃ or lower than 0℃, FTS sends alarm signal to PCU. 12. Gas Detector Sensor (GDS) GDS measures H2 gas created during ballasting. installed at TSU extracts gas and gas density is inspected by GDS.
