Notice This recommended practice was approved by the Director General of the South African Bureau of Standards on 27 January 1993. It consists of a set of recommendations for the application of SABS 0259 with respect to the accreditation of non-destructive testing facilities for technical competence in South Africa. In view of the fact that it is not a specification, code of practice or standard method as defined in the Standards Act, 1982 (Act 30 of 1982), it does not qualify for incorporation by reference into another standard or into legislation in terms of section 33 of the Act. Persons who wish to participate in an SABS listing scheme should note that such participation is not possible solely on the basis of this recommended practice. This recommended practice will be revised when necessary. Comment will be welcomed and will be considered when the recommended practice is revised.

Foreword This recommended practice sets out the general criteria, the observance of which is intended to provide that the services of NDT testing facilities are conducted with technical competence, impartiality and thoroughness by competent qualified staff and to serve the needs of individual users and accreditation bodies as they relate to certification.

The application of SABS 0259 with respect to the accreditation of non-destructive testing facilities for technical competence

1 Scope This recommended practice establishes the criteria to be met, in addition to the provisions of SABS 0259, for any non-destructive testing (NDT) facility to be eligible for accreditation as being technically competent.

2 Normative references The following standards contain provisions which, through reference in this text, constitute provisions of this recommended practice. All standards are subject to revision and, since any reference to a standard is deemed to be a reference to the latest edition of that standard, parties to agreements based on this recommended practice are encouraged to take steps to ensure the use of the most recent editions of the standards indicated below. Information on currently valid national and international standards may be obtained from the South African Bureau of Standards. IRCP91-1, Code of practice for industrial radiography. ISO 9712, Non-destructive testing - Qualification and certification of personnel. SABS 0259, General requirements for the competence of calibration and testing laboratories. SAQCC DOCUMENT No. 001/Rev. 2/20.03.87, South African scheme for the qualification of nondestructive testing personnel.

3 Definitions For the purposes of this recommended practice, the relevant definitions given in SABS 0259 and the following definitions apply. In cases of conflict, the definitions given below take precedence.

3.1 accreditation: Formal recognition that, in terms of this recommended practice and the provisions of SABS 0259, an NDT facility is competent to carry out specific tests or types of tests.

3.2 accreditation body: A person or an organization empowered to grant accreditation to an NDT facility that has complied with the recommendations of this recommended practice and with the provisions of SABS 0259.

ARP 027:1993 3.3 accredited NDT facility: An NDT facility to which accreditation has been granted to perform specific tests and examinations. 3.4 audit: A systematic and independent examination to determine whether activities and related results comply with planned arrangements and whether these arrangements are implemented effectively and are suitable to achieve stated objectives. 3.5 auditor: A person who is registered with the South African Committee for the Certification of Quality System Auditors (SACCQA).

3.6 calibration: An operation for the purpose of determining the value of the error of a measuring instrument. 3.7 corrective action: Any change introduced into the methods, procedures or sequence of a system, to prevent the recurrence of a specific deficiency in the product, service or system.

3.8 NDT facility: A body that carries out NDT in all disciplines where National Certification schemes exist.

3.9 personnel qualifications: The qualifications of individuals, who may or may not be employees of an NDT facility, qualified in accordance with the requirements of the South African Qualification and Certification Committee (SAQCC (NDT)) or a recognized alternative as defined in ISO 9712. 3.10 procedure: A document, approved by an individual with a qualification of level III (SAQCC (NDT) or a recognized alternative as defined in ISO 9712) in the relevant discipline, that clearly states the established manner or method of executing a process or a course of action for a defined purpose. 3.11 quality manual: A document stating the quality policies, practices and procedures of an organization.

3.12 quality system: The organizational structure, responsibilities and procedures for implementing quality management. 3.13 technical auditor: An individual, with a minimum qualification of level III (SAQCC (NDT) or a recognized alternative as defined in ISO 9712) in the relevant discipline, under the jurisdiction of an auditor (see 3.5). 3.14 technique sheet: A specific instruction, based on a procedure (see 3.10), for carrying out a test, and approved by an individual with a minimum qualification of level II (SAQCC (NDT) or a recognized alternative as defined in ISO 9712).

3.15 test: A technical operation that consists of the determination of the characteristics and performance of a given product in accordance with a specific test method.

4 Organization and management 4.1 In addition to the provisions of clause 4 of SABS 0259, the NDT facility shall have in its permanent employment a person qualified and certificated to level III (SAQCC (NDT) or a recognized alternative as defined in ISO 9712), or shall contract such a person to perform the duties of the level III (SAQCC (NDT) or a recognized alternative as defined in ISO 9712).

ARP 027:1993 4.2 In addition to the provisions of clause 4 of SABS 0259, the NDT facility shall: a) provide supervision by persons certificated to at least level II (SAQCC (NDT) or a recognized alternative as defined in ISO 9712) in the applicable test methods and procedures; and b) have public liability insurance in accordance with contractual requirements.

4.3

Any NDT facility requiring accreditation for radiographic testing shall provide proof to the accreditation body of its compliance with the provisions of IRCP91-1.

5 Quality system, audit and review In addition to the provisions of clause 5 of SABS 0259, the following are applicable: a) the Quality Manual shall contain a written procedure for each of the NDT applications, and each procedure shall present sufficient information for the guidance of the NDT facility's personnel; and b) the Quality Manual shall contain technique sheets as defined in 3.14 for each of the accredited NDT methods.

6 Personnel The NDT facility shall have sufficient personnel, having the education, training, technical knowledge and experience for their assigned functions as specified in SAQCC (NDT) Document No. 001/ Rev. 2/20.03.87 or in ISO 9712. Written practices for the training, certification and re-certification of each level of personnel shall be specified as defined in ISO 9712.

7 Accommodation and environment The provisions of clause 7 of SABS 0259 are applicable. All NDT facilities that are accredited for radiographic testing shall comply with the requirements specified in IRCP91-1.

8 Equipment and reference materials The provisions of clause 8 of SABS 0259 are applicable.

9 Measurement, traceability and calibration The provisions of clause 9 of SABS 0259 are applicable.

10 Calibration and test methods The provisions of clause 10 of SABS 0259 are applicable.

11 Handling of calibration and test items The provisions of clause 11 of SABS 0259 are applicable.

12 Records The provisions of clause 12 of SABS 0259 are applicable. The NDT facility shall retain on record all test results for a minimum period of five years, unless stipulated otherwise by the client.

13 Certificates and reports The provisions of clause 13 of SABS 0259 are applicable. In addition to the above, the signature and level of qualification of the person who conducted the test(s) shall appear on all certificates and test reports.

14 Subcontracting of calibration or testing The provisions of clause 14 of SABS 0259 are applicable.

15 Outside support services and supplies The provisions of clause 15 of SABS 0259 are applicable.

16 Complaints The provisions of clause 16 of SABS 0259 are applicable.

17 Responsibilities of the NDT facility The responsibility of an accredited NDT facility is to ensure that: a) it performs only those examinations for which it is accredited; b) it performs all examinations in accordance with the requirements of specified standards as agreed upon with the client; and c) the employees of the facility perform only those examinations for which they are certificated.
