LOCATION: The City of Antipolo is located in the northern half of Rizal Province. It is bounded on the north, by the Municipality of Rodriguez (formerly Montalban), on the northwest, by the City of Marikina and Municipality of San Mateo, on the southwest, by the Municipalities of Taytay and Cainta, on the southeast, by the Municipalities of Tanay, Teresa and Baras and on the east, by Quezon Province. The poblacion is approximately 29 kilometers from Manila. The City can be accessed from Marikina via the Sumulong Highway, which passes through the poblacion; from Cubao, Quezon City via the Marcos Highway, which extends eastward to Quezon Province as the Marikina-Infanta road, and from Cainta/Taytay via Ortigas Extension. LAND AREA: The City of Antipolo is the second largest in Rizal Province next to Rodriguez. Its total land area of 38,575.04 hectares represents 29.4 percent of the total land area of Rizal. The City is divided into two (2) districts, the 1st district and the 2nd district, subdivided into sixteen (16) Barangays namely; Bagong Nayon, Beverly Hills, Calawis, Cupang, Dalig, Dela Paz, Inarawan, Mambugan, Mayamot, Munting Dilao, San Isidro, San Jose, San Juan, San Luis, San Roque and Sta Cruz. LAND AREA: PER BARANGAY There are 105 natural springs identified in 1956 by the Bureau of Coast and Geodetic Survey but very few are filling up their tributaries although their aquifers are still intact. This is mainly due to reduced proportion of the watershed area depriving the land surface of the trees whose roots hold the water table at a desired level. There are 10 rivers that traverse the plateau and its neighboring valley along the slope of the Sierra Madre Mountains. During rainy season these rivers still exhibit majestic water flow.

The topography of Antipolo may be described as generally hilly and mountainous, with the hilly portions lying in the west and the mountainous area concentrated in the east as part of the Sierra Madre Mountain Range. Well-watered valleys are located in the middle of the city and in the northern and southern edges. Plateaus of over 200 meters above sea level are seen in the western half of the study area, including the site of the Poblacion and portions of Brgy. Cupang and San Juan. In the eastern half, these are seen in Brgys. Calawis and San Jose overlooking the Boso-Boso River Valley to the west.

* CLIMATE Based on PAGASA (Philippine Atmospheric, Geophysical and Astronomical Service Administration) Antipolo has type I climate which is marked by two (2) distinct seasons – the Wet from May to December and the Dry from January to April. The main climatic control operating in the climate of the area is actually the monsoon wind system. The warm southwest monsoon wind brings the rain to the city after gathering moisture from the Indian Ocean while the cool northeast monsoon moves as a dry wind and comes even drier after crossing the Sierra Madre geographic barrier.

* TRANSPORTATION Various means of public transportation are available in Antipolo. Transportation is provided by a combination of buses, Fx’s, Jeepneys, shuttle buses and tricycles. One bus line, EMBC takes the Ortigas extension route leading to Manila, and vice versa. Its terminal is stationed at P. Oliveros St. Antipolo City and in Divisoria. Other bus lines from Tanay connect Antipolo via the Provincial Road. Jeepneys and Fx’es are the more numerous and connect the City with Marikina, Mandaluyong, Makati and Quezon City via Ortigas Extension, Sumulong And Marco’s Hiways and Morong Tanay and Baras via the Provincial Road. Inter city public transportation is provided by tricycles, shuttle buses and jeepneys inter -connecting the 16 barangays of the city through various routes.

During the 1720’s, the Virgin of Antipolo gained thousands of devotees. Devotees from Manila and nearby towns and Provinces flock to Antipolo, some stayed and adopted Antipolo as their homes. They lived in the simple and traditional Filipino lifestyle. Their culture and tradition included the celebration of many religious and cultural festivities such as the Kapitana’s on Easter Sunday, the night serenades, the bayanihan, the praying of the Angelus, the reading of the passion of Christ during the Lenten season and the May Festival. Gatlabayan was again reelected in his third term as City Mayor and Atty. Danilo O. Leyble as Vice Mayor. Under R.A. 8508 the loan district of Antipolo was divided into 2 districts. Atty. Victor S. Sumulong was also reelected in his third term as congressman in district 2 and Atty. Ricardo Puno as congressman in district 1.

ANTIPOLO: THE LOCAL GOVERNMENT UNIT * City Bureaucracy CORPORATE POWERS The City constitutes a political body corporate and as such is endowed with the attributes of perpetual succession and possessed of the powers which pertain to a municipal corporation to be exercised in conformity with the provisions of its Charter. The City has the following corporate powers: 1.To have a continuous succession in its corporate name; 2.To sue and be sued 3.To have and use a corporate seal; 4.To acquire and convey real or personal property; 5.To enter into contracts; and 6.To exercise such other powers as are granted to corporations, subject to the limitations provided in this Act and other laws. BASIC SERVICES AND FACILITIES The City is providing the basic services and facilities under Section 17 of the Local Government Code of 1991, which include but are not limited to the following. 1. Agricultural extension and on-site research services and facilities; 2. Enforcement of forestry laws limited to community-based forestry projects enforcement of the pollution control law, small-scale mining law and other laws on the protection of the environment and mini-hydro electric projects of local purposes; 3. Health services; 4. Social welfare services; 5. Information and investment support services; 6. Environmental management system and services or facilities related to general hygiene and sanitation; 7. City buildings, cultural centers, public parks, playgrounds, sports

facilities, public assembly areas and other similar facilities; 8. Infrastructure facilities intended to service the needs of the residents of the City including, but not limited to, city roads and bridges; school buildings and other facilities for public elementary and secondary schools; drainage and sewerage, flood control and irrigation systems, similar facilities; 9. Public markets, slaughterhouses and other city enterprises; 10. Public cemetery; 11. Tourism development and promotion programs; 12. Programs and projects for low-cost housing and other mass dwellings, except those funded by the Social Security System (SSS), Government Service Insurance System (GSIS) and the Home Development Mutual Fund (HDMF); 13. Upgrading and modernization of tax information and collection services; 14. Adequate communication and transportation facilities; and 15. Support for education, police and fire services and facilities. FINANCIAL ACHIEVEMENTS. In 2003, total revenue of the city for the year totaling P623,496,743.74 registered an increase of P48,193,405.00 which is 8.0% over that of last year which was P575,297,542.74 Attained an increase in assessed value of real properties from P17,247,703,716.00 as of December 31, 2002 to P17,534,063,032.00 as of December 31, 2003, which amounts to P286,359,316.00, or a percentage increase of 1.66% for 2003. The City reinforced its tax collection through Tax Campaign Program purposely to inspect all existing business establishmnets and require the owners to secure necessary permits and licenses for their respective establishments. This year actual collection on business establishment had amounted to P48,421,319.13 having a slight increase over that of last year which was P41,160,351.89. The City’s Internal Revenue Allotment this year totalling P428,055,031.00 registered an increase of 4.41% over that of last year which was P409,851,996.00.

2000 Census of Population This report presents the final results of the 2000 Census of Population and Housing conducted by the National Statistics Office, which President Gloria Macapagal-Arroyo declared officially through Proclamation No. 28, signed on April 18, 2001. The official Count placed the country’s population at 76,498,735 persons as of May 1, 2000, higher by 7.9 million persons compared to the 1995 census figure of 68.6 million persons.  The total population of Rizal as of May 1, 2000 reached 1,707,218 persons, representing an increase of 30.1 percent or 394,729 persons over the 1995 census count of 1,312,489 persons.  The province of Rizal registered an annual population growth rate of 5.79 percent.  Nearly one third (27.58 percent) of the province population resides in Antipolo City. This was followed by Cainta (14.20 percent) and Taytay (11.61 percent). These three municipalities were also the leading municipalities in 1995 and in 1990 in terms of population size.  Average household size of the province was 4.77 persons. The municipality of Pililia with 5.03 persons surpassed the provincial average household size.  Jala-Jala has the lowest population among the municipalities with only 23,280 persons residing in the area.
