OF THE BUREAU OF JAIL MANAGEMENT AND PENOLOGY

II. RATIONALE/BACKGROUND The Alternative Learning System (ALS) is a free education program implemented by the Department of Education (DepEd) under the Bureau of Alternative Learning System which benefits those who cannot afford formal schooling and follows whatever is their available schedule. The program provides a viable alternative to the existing formal education instruction, encompassing both the non-formal and informal sources of knowledge and skills. The Bureau of Jail Management and Penology (BJ M P) is primarily tasked to safeguard and develop inmates in all District, City and Municipal Jails to include inmates from the Provincial Jails that are now under the management and supervision of the bureau. One mandate of the Bureau is to ensure inmates' welfare, thru development programs and activities in preparation for their eventual return to the mainstream of society. The BJMP envisions itself to be a dynamic organization who recognizes Literacy Program as an important venue in the development of inmates on its way of improving themselves as a person. Through the literacy program of the BJMP, "Tagapangalaga Ko, Guro Ko", inmates will be able to continue their education by bringing education to jails. In coordination with the DepEd's Bueau of Alternative Learning System, the BJMP's Tagapangalaga Ko, Guro Ko will establish the alternative learning system to jails under its supervision. A non formal education which is designed to teach learners who are presently detained in the bureau's jail and are basically literate. They are essentially elementary and secondary school drop-outs/leavers.

JII. CONCEPT

The concept of "Tagapangalaga Ko, Guro Ko" is the BJMP's Literacy Program thru the DepEd ALS for the inmates under the care of the Bureau of Jail Management and Penology, through this program inmates will have the opportunity to continue their education by bringing school in jails, and at the same time licensed teachers employed by the bureau will be able to practice their teaching profession in which they will earn units for accreditation to their requirements to their license renewal. V. OBJECTIVES a.

To provide education to interested inmates/detainees who are willing to continue their elementary and secondary schooling while under the care of the Bureau of Jail Management and Penology;

b. To mold and develop inmates/detainees behavior through upgrading their educational level while taking time in jail for them to be prepared in the eventual integration to the mainstream of the society;

c. To help inmates/detainees acquire education that is one of the basic rights of every Filipino citizen. VI. DEFINITION OF TERMS: 1.

Alternative Learning System (ALS) - is a non-formal education of the Department of Education which aims to bring education to schoolleavers. 2. Education - to become literate which is a basic right for every Filipino citizen 3. Out of School Youth - Children from 11 to 15 year old who are basically literate and are not currently enrolled in formal school 4. Literacy - to educate 5. The ALS Accreditation and Equivalency test aims to offer learners two learning achievements at two learning levels-- Elementary and Secondary. It is a paper and pencil-based test, using multiple choice and composition writing. The test items are based on the learning competencies of the five learning strands of the ALS Curriculum.

VII. COORDINATING INSTRUCTIONS

1. The National and Regional Tagapangalaga Ko, Guro Ko Center The Literacy Unit of the Directorate for Inmates Welfare and Development and the Regional IWD will be the designated National and Regional Center of the Tagapangalaga Ko, Guro Ko. Its function is to coordinate with the Department of

Education on the updating of its educational requirements of the project. They will monitor the continuous implementation of the project and coordinate with the ALS Center of the DepEd for the evaluation of educational activities of enrollees. They will be in-charge in the schedule of programs and formulate strategies which will ensure the success of the project. 2.

Unit Tagapangalaga Ko, Guro Ko Implementor The teachers assigned in jails are the main implementor of the project. They will be assigned in the DIWD and designates as Custodial-Teacher in jails and will not be transferred or re-assigned to other units without the approval of the National and Regional Center.

STANDARD PROGRAM COMPONENTS OF alMP LITERACY PROGRAM A. The BJMP-ALS students have to attend 10 months of school or 800 hours in the classroom. Afterwhich, their performances are then assessed. Since ALS is a module-based learning system, students come in on a set time and choose a module to read. A quiz is given after each module to test their learning. Instead of DepEd teachers if not available, Jail Officers will be the teacher but they must undergo training with the DepEd ALS for accreditation. After several months, the students will take the Accreditation and Equivalency Test (AET). If they pass the test, they will be given a gradeschool diploma and enroll in high school or a high school diploma and can enroll in college. B. After evaluation, a prospective test taker shall be registered by the Custodial Teacher to the designated registration centers and qualified test takers will be scheduled by the DepEd. Testing center must be coordinated with DepEd and shall be conducted inside the jail for security reason. C. In coordination with the NGOs and GOs, student-inmates may continue their elementary/high school level education if he passes the A&E Test. In the event the student-inmate will be released from the jail, the nearest elementary/high school with ALS program will issue the certification that he/she is currently enrolled in a non-formal education and he/she may continue the said level, if he wishes to.

IX. SELECTION OF PROGRAM INSTRUCTORS AND PARTICIPANTS The DIWD in coordination with the DHRRM will identify the 836 licensed teachers of the BJMP and will be the designated as the main implementor of the Tagapangalaga Ko, Guro Ko (BJMP Literacy Program). They will be the teacher/facilitator of the program and at the same time serve as the custodial of the DepEd teachers that will be assigned by the District Schools in their area of responsibility. They will implement the BJMP Literacy Program in coordination with the requirements of the DepEd. In case there are no available licensed teachers in an area, a training for instructional managers and coordinators are also provided by the DeEd program and supports the learners accreditation and equivalency (A&E) review. This non-teaching profession who are willing facilitator of the program can attend the training in the identified ALS in their area being runned by the DepEd.

DURATION/PERIOD OF IMPLEMENTATION OF THE BJMP LITERACY PROGRAM

Basically, the ALS of the DepEd has a required 800 hours or 10 months duration in preparation for the student before they can take the accreditation-equivalency test. The student-inmate will have to attend the learning by attending the required time of education in an identiFied jail-classroom for every jail. As such the Tagangalaga Ko, Guro Ko (BJMP-ALS) will adopt the requirement set by the DepEd for the inmate­ students.

XI. FUNDS FOR BJIVIP LITERACY PROGRAMS/ACTIVITIES The DIWD will set a fund allocation for the implementation of the Tagapangalaga Ko, Guro Ko program. In the absence of such fund, the jail facilitator-implementor will coordinate with the DepEd and identify NGOs and GOs who are willing to share and help the inmate-student. It may be a through sponsorship to an individual or through an adopt a jail program by a nearest school or NGOs. XII. MONITORING OF IMPLEMENTED ALS PROJECTS/ACTIVITIES The program implementation will be closely monitored by submitting a daily activity report to the Unit Implementor and a monthly report to the Regional Center of Tagapangalaga Ko, Guro Ko. Such monthly report will reach the National Center on th the 5 day of every month together with other reports set forth by the DIWD. Unit funds will be properly documented by submitting a financial report with all attached proof of expenses to the National Center. XIII.

SEPARABILITY CLAUSE In the event that any provision or part of the policy be declared unauthorized or rendered invalid by a competent authority, those provisions not affected by such declaration shall remain valid and effective.

XIV.

REPEALING CLAUSE All other issuances which are inconsistent with this policy are hereby rescinded or modified accordingly.

XV. EFFECTIVITY This policy shall take effect immediately.
