MISSION:
Relief
RMG1, concurrent with its mission and functions, shall conduct disaster preparedness activities, provides security coverage in disaster areas, and assist in search and rescue, evacuation, relief operations and to undertake traffic control and direction in clearing the streets and highways from any congestion and other obstructions particularly in the provinces of La Union and Pangasinan. III.

Annex “A”
May 6, 2009 After the disaster that Tropical Storm Dante had brought to the Southern Luzon, another tropical storm is about to threaten the Northern and Central part of Luzon. Typhoon “Emong” (International Codename: ChanHom) was expected to smash into the northern half of the country on May 7, 2009. The storm was packing peak sustained winds of 140 kilometers (87 miles) per hour and with gusts of up to 170 kilometers (105 miles) per hour. It developed into a typhoon or super typhoon that hit the Region. In helping other government agencies such as DPWH, DSWD, other agencies and private entities, this unit alerted RMG1 personnel to provide security coverage in disaster areas and to conduct search and rescue, evacuation and relief operation within AOR in case of any eventuality.
May 7, 2009 Initially, PSSUPT ALEJANDRO M VALERIO JR, GD alerted sixty four (64) RMG1 personnel to compose SARO Team broken down to two (2) teams in every line companies and two (2) teams in Battalion Headquarters. Said personnel have been on a 24-hour alert over reports that Emong would make landfall in the region. That at about 10:00 am of May 7, 2009, PSUPT RHODE ALLAS ESPERO initiated to conduct simultaneous showdown inspection to this BnHQs to include all line companies of this unit in their operational readiness, capabilities and equipment of their respective SARO Teams. All teams were alerted and ready to provide security coverage in disaster areas and to conduct of search and rescue, evacuation and relief operation within AOR. Inspection ended with less defects noted. On 8:30 pm of same date, thirteen (13) RMG1 personnel led by PSSUPT VALERIO JR conducted road clearing operation in the street of Poro Point, San Fernando City which have been rendered impassable because of fallen trees. Activity partially ended at about 10:30 pm of same date. Likewise, the SARO Team of 2nd RMG1 Coy conducted the same operation along national highway in Brgy Sta. Rita, Agoo, La Union which was also declared impassable because of fallen trees. May 8, 2009 RMG1 BATTALION HEADQUARTERS That at about 6:00 am of May 8, 2009, the Camp premises and Eco Trail were devastated by several fallen trees brought by typhoon “EMONG”. As a result, all available personnel of this unit conducted clearing of fallen trees/debris inside Battalion headquarters surroundings and eco trail by cutting and removing fallen trees. At about 9:00 am of same date, a call was received by the Group Director from RDPRO1 that National Roads of La Union and Pangasinan have scattered fallen trees and electric posts. In response to this, at about 10:00 am of same date, fifteen (15) RMG1 personnel led by PSUPT ESPERO conducted road clearing operation in the streets of Bauang and Aringay, both in the province of La Union. At about 10:00 am of same date, a fallen big mango tree was cut off which was blocking the road in Barangay Calumbaya, Bauang, La Union. Thereafter, at about 1:00 pm of same date, the team proceeded to Brgy San Benito Norte, Aringay, La Union to help PMG LUPPO, BFP Aringay and residents in cutting a fallen mango tree that was blocking a portion of the National Road thereat. At about 4:00 pm of same date, clearing of roads was ended with no untoward incident happened. 2ND RMG1 COMPANY The 2nd RMG1 Coy based at Sta Rita, Agoo, La Union, at about 07:00 am of May 8, 2009, dispatched a team that conducted continued road clearing operation along the areas of Marcos Highway Bgy Bacsil, Agoo and Tubao, both in La Union. The local residents headed by Barangay Captain
Romeo Tavares provided a helping hand in clearing the streets from barriers and debris. Ended at about 10:00 am of same date. 3RD RMG1 COMPANY The 3rd RMG1 Coy based at SRPC Dam San Manuel, Pangasinan, OOA 5:00 am of May 8, 2009, joint elements of this company and Dasol MPS, Dasol, Pangasinan conducted road clearing operation along the provincial road in their AOR from fallen and uprooted trees. Ended at about 12:30 pm of same date after making all major roads passable to all types of vehicles. Likewise, other SARO Team conducted the same clearing at about 1:00 pm of same date to Guibel Bridge, Brgy Guibel, San Jacinto, Pangasinan from bamboo trunks obstructing traffic flow along Manaoag - Dagupan road. Thereafter, at about 2:30 pm of same date, same personnel conducted road clearing operation in Brgy Anonang, San Fabian, Pangasinan removing banana trunks and fallen trees obstructing traffic flow of traffic along San Jacinto to San Fabian road. As a result, SARO Team of 3rd RMG1 Coy had cleared the above stated areas from fallen trees which made passable to commuters the provincial roads going to the municipalities of San Manuel, Binalonan, Laoac, Manaoag, San Jacinto, San Fabian, Mangaldan, Calasiao, Santa Barbara, and Asingan; cities of Dagupan and Urdaneta; all in Pangasinan. VII.
RECOMMENDATION:
Recommend that the RMG1 SARO personnel be awarded “MEDALYA NG PAGTULONG SA NASALANTA” for their exemplary performance and dedication in helping the people. VIII. For information and favorable action.
