Solo Parents Welfare Act of 2000 Q - What is Republic Act No. 8972?

A - The Republic Act No. 8972 otherwise known as the Solo Parents Welfare Act of  2000 is a comprehensive program p rogram of services for solo parents and their children to be carried out by the Department of o f Social Welfare and Development (DSWD), the Department of Health, (DOH), the Department of Education, Culture and Sports (DECS), the Department of the Interior and Local Government (DILG), the Commission on Higher Education (CHED), the Technical Education and Skills Development Authority (TESDA) the National Housing Authority (NHA), the Department of Labor and Employment (DOLE), and other related government and non-government agencies. Q - Who is considered a Solo Parent under the Act?

A - A Solo Parent is any individual who falls under any of the following categories: a.) A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender: o ffender: Provided, That the mother keeps and raises the child;  b.) Parent left solo or alone with the responsibility responsibility of parenthood due to death of spouse; c.) Parent left solo or alone with the responsibility of parenthood while the spouse is detained or is serving sentence for a criminal conviction for at least one (1) year; d.) Parent left solo or alone with the responsibility of parenthood due to physical and/or  mental incapacity of spouse as certified by a public medical practitioner; e.) Parent left solo or alone with the responsibility of parenthood due to legal separation or de facto separation from spouse for at least one (1) year, as long as he/she is entrusted with the custody of the children; f.) Parent left solo or alone with the responsibility of parenthood due to declaration of  nullity or annulment of marriage as decreed by a court or by a church as long as he/she is entrusted with the custody of the children; g.) Parent left solo or alone with the responsibility of parenthood due to abandonment of  spouse for at least one (1) year; h.) Unmarried mother/father who has preferred to keep and rear her/his child/children instead of having others care for them or give them up to a welfare institution; i.) Any other person who solely provides parental care and support to a child or children; and  j.) Any family member who assumes the responsibility responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent. Back to Top

AFFIDAVIT THAT I, FLEURDELIZ JOY A. ANGELES, Filipino citizen, of legal age, married and presently residing at Unit C MKJ Tresor Bldg., Zabarte Road,  Novaliches, Quezon City, after being duly sworn in accordance with law, depose and state that: 1. On May 16, 1994, I was married to Reginald D. Angeles in a civil wedding ceremony in Manila City Hall; 2. During our marriage, we were blessed with two (2) children, namely: Carl Jorelle A. Angeles (16) years old and Jian Carylle A. Angeles (8) years old, they were born on November 22, 1994 and October 18, 2002, respectively; 3. I am now separated with my husband for almost seven (7) years since 2003, he abandoned us without providing any financial support and I was left solo or alone with the responsibility of taking good care and providing support for our  children; 4. That I am executing this sworn affidavit to attest the truth of all the foregoing facts and for whatever legal purpose it may serve. I was left solo or alone with the responsibility of parenthood due to death of my spouse, Mario A. Muedan on January 30, 2005; 4. I am executing this Affidavit for the purpose of receiving benefits from the Solo Parent Welfare Act of 2000; and 5. That I am executing this sworn affidavit to attest the truth of all the foregoing facts and for whatever legal purpose it may serve.
