1.0
INTRODUCTION
This specification describes the requirements for the design, manufacture, assembly, inspection, testing, certification, packing and delivery of shutdown valves with pneumatic / hydraulic actuators along with their spares for the MGI on-plot and off-plot (gas injection wells I1 and I3 in Al Noor field) facilities of PDO as part of the Al Noor MGI Phase 3A project. This valve assembly shall be fully tested and supplied by PDO authorized Valve Automation Centre (VAC) as per PDO PGSC. 2.0
DEFINITION

General
The pneumatic / hydraulic shutdown valves shall be designed and supplied in accordance with this Specification and the codes and standards referenced herein. All correspondence and documentation shall be in English. A full list of specifications and standards referred to in this document is included below. Deviations to Specifications
The Vendor shall acquaint fully with the requirements of the above listed applicable regulations, codes Procedures, Guidelines and standards (especially SP-1081 DEP 31.40.70.30-PDO) and shall complete the “Table of Compliance” in Appendix VI and submit with their offer. Latest editions of all codes and standards as at the date of issue of this specification shall apply. All deviations from this document and the above codes and standards shall be subject to prior written approval from the Contractor/Company. 5.0
UNIT OF MEASUREMENT
The ranges and instrument scale units shall be in SI units. The units listed in the document DEP 32.31.00.32-Gen. shall be followed unless specified otherwise. Standard conditions: 15 deg C @ 101.325 Kpa (a) 6.0
HEALTH, SAFETY AND ENVIRONMENTAL CONDITIONS
The equipment shall be designed, selected, engineered and configured so as to provide the highest possible standard of safety, protection of assets and environment, and ergonomics. All equipment shall be explosion proof to EEx d and ATEX certified for hazardous area classification Zone 2, gas group IIA, T3 as a minimum. 6.1

All equipment and instrumentation must withstand sandstorms, which are both frequent and severe and can continue for days with atmosphere heavily laden with dust particles as small as 2 microns, without any deterioration in condition or performance. Rainfall is infrequent, but when it does occur it is often combined with hail and sandstorms. No allowance is to be made for earthquakes
PROCESS CONDITION
The valve shall be designed to operate with the maximum design pressure acting across the valve as specified in the Valve Schedule. 8.0
OPERATING REQUIREMENTS
The valves shall be operated from the Instrumented Protective System (IPS) located remotely. Limit Switches of proximity type shall be supplied with the valves for remote indication of the open and closed status of the valve. Smart (HART) valve positioners shall be provided to facilitate Partial Valve Stroke Testing (PVST) of the valves identified in the Valve Schedule. The valve shall Close or Open on signal or air failure conditions, as specified in the Valve Schedule. Buffer vessels for instrument air shall be provided for the air-fail-open valves identified in the respective actuator data sheets. The valve stroking times shall be in accordance with the actuator datasheets, or as specified in section 2.2.2 of SP-1081 DEP 31.40.70.30-PDO whichever is stringent. 9.0
SCOPE OF SUPPLY
9.1
General
The vendor shall supply the complete assembled and tested valves, including, but not limited to, the scope of supply detailed below. The valve assembly, testing and supply shall be performed by Company approved Valve Automation Center Vendor as per Company PGSC. 9.2
Equipment
The Vendor shall provide the actuator and its associated control components fully assembled with the valve to satisfy the requirements of this specification. This shall include all locally mounted control components e.g. air filter, 3-way solenoid operated valve, quick exhaust valve (if required to meet stroking times), air booster (if required to meet stroking times), dust excluder, mounting plate etc, interconnecting tubing, local position indicator, limit switches plus housing and terminal strip, SMART positioners for PVST and all other necessary items. 9.3

The Vendor shall complete and submit with their tender to the Contractor/Company all information essential to enable a technical assessment of the bid to be made. The information required as a minimum shall include: •
Duly filled Table of Compliance (refer Appendix – 6)

Material of Actuator and Valves.

Filled-in Valve Data Sheets with valve model(s) and make(s).
•
Filled-in Actuator Data Sheets with actuator model(s), make(s) and material of construction of critical components.

Filled-in Torque Value Tables along with the Torque Ratios (fluid assisted and spring assisted) for each valve-actuator assembly as per SP-1081-DEP- 31.40.70.30-PDO.

The Guarantee / Warrantee provided by the Vendor for the complete unit.

Instrument air consumption (continuous & intermittent) and hydraulic oil requirement.

10.0
MECHANICAL DESIGN REQUIREMENTS
10.1
General
The language on nameplates shall be English and all process data shall be quoted in SI units. The following definitions for the valve and actuator shall be applicable: Valve Normal Breakaway Torque - The maximum torque required (obtained from the valve manufacturer) to open or close the new valve (shelf condition) without any safety factor being applied when handling non-lubricating process fluid with the design pressure acting on one side and atmospheric pressure acting on the other side. The Design Pressure - This shall be defined as pressure rating of the valve based on the piping classification and as specified in the valve data sheet. 10.2
Valve Design
The ball valve shall be in accordance with the Valve Data Sheets and shall be designed to accept the specified actuator and associated components as a single stand alone valveactuator assembly. The Vendor shall clearly state if the valve is in full conformance to the Valve Data Sheets attached as Appendix -2. Any deviations to the MESC and any other applicable Company standards shall be highlighted by the Vendor in their tender. The Vendor shall enclose documentary evidence of approval of such deviations by the Company for any previous purchase order executed by them for the Company, with the offer.

Each valve shall be provided with nameplate containing the order number, valve tag number, valve construction standard / rating / size / serial no. / model no. etc. All the above data shall be clearly and indelibly stamped on a stainless steel plate which shall be permanently fixed to the valve body by means of SS rivets or screws. Valves shall be Fire Safe according to API Spec 6FA. All valves shall meet the tight shutoff requirements of IEC 60534-4. 10.3
Actuator Design
The actuator design shall be in accordance with SP-1081 DEP 31.40.70.30 -PDO. Unless otherwise specified, matching of the valve and actuator shall be the responsibility of the VAC Vendor. The Actuator data sheets (Appendix – 3) shall be filled-in by the VAC Vendor and provided with their technical offer The actuator shall be sized to provide sufficient torque to fully stroke (open and close) the valve with maximum design pressure acting on one side and atmospheric pressure on the other within the specified opening and closing times. The required safety factor between the actuator output torque and the required valve torque shall be as per SP-1081 - DEP 31.40.70.30-PDO, Quarter turn on off actuators. 10.4
Actuating Medium
10.4.1
Pneumatic Actuators
The actuating medium for pneumatic actuator shall be Instrument air, which has the following supply pressure: Minimum

The actuator shall be capable of operating on the minimum and maximum air pressure while meeting the following: Valves (fail to close i.e. air to open); Closing time shall be based on the maximum air actuator pressure while opening time shall be with minimum air actuator pressure. Valves (fail to open i.e. air to close); Opening time shall be based on the maximum air actuator pressure while closing time shall be with minimum air actuator pressure. The use of pressure regulator or any other means to limit/reduce actuator torque shall not be allowed in the actuator design. The design pressure (max. allowable operating pressure) of the actuator shall be 1000 kPag (MAOP) at 38 deg. C against the travel stops. The manufacturer shall certify and demonstrate during valve function test that, using above operating data for actuator torque calculations, the shutoff valve will not start closing under spring force at a minimum supply pressure of 420 kPag(hold pressure). 10.4.2
Hydraulic Actuators
The Hydraulic Control Panels (supplied by others) shall be used for operating the hydraulically actuated valves. The operation of these valves shall be automatically controlled by normally-energized-to-open and de-energized-to-return solenoid operated valves (supplied by others) in respective hydraulic power circuits located within the Hydraulic Control Panels. The control signal to the solenoid operated valve shall be 24 V DC from the local SGS Panel. ANR-107-MOD-IN-7771-00003-0001/A02

In addition to above, manual control from the Hydraulic Control Panel to the individual hydraulic actuated valves shall also be possible. The actuating medium for the actuator shall be Shell Tellus T hydraulic oil supplied from a hydraulic oil reservoir built-in inside the Panel. The Hydraulic Control Panels shall provide a maximum hydraulic pressure of 200 bar(g) for the hydraulic actuated shut-down valves. The size of the hydraulic tubing to be used by the Contractor for interconnecting the Hydraulic Control Panel with the actuator shall be 3/8” OD. 10.5
Actuator Construction
The actuator shall have piston sealing ring(s) and shall be designed for low shaft and piston friction. All moving parts shall be fully enclosed in an actuator case/housing. Provisions should be made to protect the valve stem/actuator coupling from dust. Note: The actuator mechanism and design shall be in accordance with the requirement of SP-1081 - DEP 31.40.70.30-PDO. 10.6
Material of construction
The actuator case/housing material shall be in accordance with section 2.1.3 of SP-1081 DEP 31.40.70.30-PDO and any synthetic materials and grey iron shall not be used. The cylinder part covered by the piston stroke shall be nickel plated internally to prevent corrosion. ENP techniques shall be in accordance with DEP 30.48.41.31 Gen., MESC 77/315. ENP shall have a minimum thickness of 0.075 mm. The hardness shall be between 450 & 720 Vickers. Alternative corrosion resistant coatings shall require prior written approval from the Purchase. Actuators shall be designed with no requirement of any external lubrication sources either fitted in air supply or other means 10.7
Mounting Position
The actuator shall be mounted on top of the valve, either axially in line or perpendicular to pipe axis as specified in individual valve datasheet. The position of accessories mounting plate/control panel shall align with maintenance access platform. Vendor shall request from the Contractor/Company maintenance access drawing before finalizing the location of this accessories mounting plate/control panel. 10.8
Spring
The Actuator shall be spring-return type which shall incorporate a safety feature such as a spring cartridge to prevent the accidental release of spring tension during servicing. The actuator spring shall be fully enclosed in a metal housing and permanently treated to resist atmospheric corrosion. The use Cadmium or Zinc plating (galvanising) of actuator spring is not permitted. 10.9
Instrument Air connection
The instrument air connection thread shall be NPT female in accordance with ANSI B 1.20.1. The instrument air connection shall be ½ inch minimum. 10.10

The Actuator shall be equipped with a mechanical direct coupled travel or position indicator for local status indication. The position, at the travel limits, shall be clearly indicated by a permanent mark or stamped on the actuator case/housing; any painted markings shall not be permitted. The position indicator shall be provided with a transparent cover for personnel protection. The vendor shall make sure the mechanical valve position indicator is visible from maintenance access point. 10.11
Action on Failure
The valve action on signal or instrument air supply failure shall be in accordance with the Valve Schedule (Appendix 1). The description of code is as below. • Code FC: Air or hydraulic failure closes valve (air or hydraulic supply to open valve). • Code FO: Air or hydraulic failure opens valve (air or hydraulic supply to close valve). 10.12
Actuator Torque requirement
The manufacturer shall complete proper actuator sizing calculations, based on the data given in the individual valve datasheet. Actuators shall be sized to provide sufficient torque to fully stroke the valve against the specified maximum process differential pressure. The actuator torques shall be in accordance with requirements of SP-1081-DEP 31.40.70.30PDO and the vendor shall fill in all the torque figures for each valve actuator assembly in the Torque Value Table (Appendix -4) and submit with their technical offer. 10.13
Painting and Coating
All unmachined exterior surfaces for the actuator shall be dry and free from burrs, weld spatters, flux, dust, grease, oil and other foreign matter before painting. The finish shall be to manufacturer’s standard, unless otherwise specified. The actuator shall be painted in red colour (RAL 3002). 10.14
Identification
The actuator shall be provided with an identification plate, with all data clearly and indelibly stamped on a corrosion resistant plate, permanently attached to the actuator by means of SS rivets or screws. The following information shall be provided as a minimum: • Order reference. • Manufacturer’s name or trademark. • Manufacturer’s model/type number. • Manufacturer’s serial number. • Maximum torque output. • Spring Range in applicable engineering units. • Action on air supply failure and signal failure. • Strokes time. • Minimum and maximum air supply pressure. 10.15
Accessories
10.15.1
Solenoid Valve
Solenoid valves shall be provided for all pneumatic actuators only. The power requirement shall be 0.5 A (max.) at 24 V DC, construction shall be 3-way Universal type with stainless steel AISI 316 body, pneumatic connections screwed ¼" (min) NPTF, Viton `O` seats/ rings. Arc suppression diodes shall be installed across the solenoid coil. The diodes shall be installed in the terminal head of the solenoid and a bridge type arrangement shall be used to make it independent of supply polarity. The make and model of the solenoid valve shall be as per Company PGSC with the solenoid coil enclosure certified for EEx ‘d’, IIA, T3 and weather-proof to IP 65 and provided with M20 cable entry. 10.15.2
Position Switches
The actuator shall be fitted with limit switches of the proximity type for open and close positions of the valve The limit switches shall be intrinsically safe with the required IS isolator/barrier specified by the Vendor but in the Contractor’s scope of supply. The enclosure of limit switch shall be weather-proof to IP65 and of stainless steel material. The contacts of the limit switches shall be provided with prefabricated cable terminated in a Junction Box on the Actuator or wired to terminals within the limit switch enclosure. Each enclosure shall be provided with a minimum of 2 numbers of M20 x 1.5 (F) cable entry points. 10.15.3
Smart (HART) Valve Positioners
Smart valve positioners shall be provided for valve-actuator assemblies when specified in the Actuator Data Sheets (Appendix 3), to initiate and complete a partial stroke test on the valve. The test may be initiated via an ESD hand-held communicator (via HART protocol), or using a laptop computer or Company’s DCS with vendor specified valve testing and diagnostic software. The valve shall remain in-service during a partial stroke test. In the event that a shutdown signal is initiated during testing, the valve shall move to the defined failure position (closed or open). 10.15.4
Air Filters
Air filters shall be provided on the instrument air feed to all pneumatic actuators, and shall have no part of plastic material exposed to atmosphere. Unless otherwise specified, the accessories such as air filter, solenoid valves, lock-up devices, restrictor shall be pre-tubed and bolted on to a stainless steel mounting plate, which shall be fixed to the actuator. The installation of tubing between the actuator and the accessories shall conform to ASTM A269, type 316 stainless steel, seamless or welded and drawn, annealed and pickled. Wall thickness for the tubing shall be rated for the service conditions but in no case shall be less than 0.90 mm (0.035 inch nominal) wall thickness. Tubing fittings shall be Swagelok 316 stainless steel and compression type. All compression fittings shall be of double ferrule design. The diameter of the tubing shall be determined by the valve and actuator manufacturers. The minimum size shall be determined by the valve and actuator manufacturers to maintain the required stroking times. The minimum size shall be 3/8 inch OD with larger sizes of ½ inch and ¾ inch OD as required. 10.15.5
Buffer Vessels

point in the pipe-work (where ever specified in the Valve Schedule, Actuator Data Sheets), and sourced to an instrument air header via double non return, check valves. The Vendor shall size the buffer vessel(s) so that the valve can be operated from the normal operating position to the fail-safe position, return the valve to the normal operating position, and move the valve to the fail-safe position (i.e. three full strokes of the actuator) with the instrument air from the buffer vessel. The buffer vessel shall be sized based on a starting air pressure of 700 kPa and a final pressure of 550 kPa. The buffer vessels shall incorporate a drain valve, redundant series inlet check valves and a local pressure gauge. A single buffer vessel shall be used for only a single IPF valve-actuator assembly. 11.0
INSPECTION AND TESTING
Each IPF valve-actuator assembly, with all accessories fitted, shall be tested in the actual mounting position for full functionality and especially to verify the stroking times at the specified process pressure condition (maximum differential pressure across the valve, at ambient temperature) simulated by clean dry air or nitrogen pressures as stated (minimum, normal and maximum), by energising or de-energising of the solenoid valve. Function test shall be in accordance with section 4.4 of SP-1081 DEP 31.40.70.30-PDO. The actuating medium for the test shall be clean dry air or hydraulic oil as specified in 10.4.1 and 10.4.2 above. The IPF valve-actuator assembly equipped with open/close limit switches shall be checked for functional operation. The complete IPF valve-actuator assembly shall be inspected by the Company or its nominee prior to dispatch unless otherwise advised. Inspection by the Company shall be in accordance with relevant clauses as included in SP-1081 DEP 31.40.70.30-PDO, for Quarter-Turn On/Off Actuators. The Company shall be informed at least 3 weeks in advance for the inspection. 12.0
CERTIFICATION
In addition to the required “Test and Inspection Documents”, the vendor shall supply a certificate of compliance with the applicable MESC description, the valve data sheet, the requisition and the purchase order, including the test requirements. 13.0
TRANSPORTATION AND STORAGE
Packing, transportation and storage shall be in accordance with PDO-ES-DE-06-01 and the following: •
All holes shall be plugged-off with caps to prevent dust ingress during transportation and storage.
•
The vendor shall provide adequate packing to alleviate damage in storage and transit.
•
The unit shall be packed as assembled and tested. The unit shall not be dismantled for shipment.
Each package shall be clearly marked with the purchase order number, consignee name, project name, site details and tag number of the item contained within the package.

Additionally, each package shall contain a description of its contents in the form of an itemized packing list enclosed in stout linen envelopes securely fixed both inside and outside the package. 14.0
SPARE PARTS
The Vendor shall include in their scope the supply of the following spares. a) Installation and commissioning spares – as per the Vendor’s recommendation but not less than 10 % of the total quantity of each type of essential component. These spares shall be included as an itemized list in the Vendor’s offer. b) Two years operational spares required for trouble free operation. These spares shall be included as an itemized list in the Vendor’s offer. The Vendor shall state in their offer the requirement of any lubricants, consumables and special tools used in the operation and maintenance of the valve-actuator assembly along with their (i.e. lubricants, consumables and special tools) unit cost and lead time for supply. E-SPIR forms shall be completed by the Vendor in accordance with the instructions for use of E-SPIR forms and submitted to the Company not later than 8 weeks after a specific purchase order is placed. Electronic version of SPIR forms can be requested from PDO.

The gearbox shall be self locking gear type, dust proof and weather proof and shall be charged with sufficient lubricant of suitable type. 12. The gear box output torque rating shall be atleast 1.5 times the maximum required operations torque of the valve. 13. HIC test requirement shall confirm with SP-2041. 14. Flow direction shall be permanently marked or embedded on the valve body. 15. Vendor shall propose suitable facing / weld overlay material required in the seal ring groove to enhance the integrity of seal ring. 16. Valve tag numbers include 6” 81UZV-2521A, 4” 81UZV-2520, 3” 81UZV-2525/2528,2” 81UZV-2516/2521B/2548. 17. Carbon steel body with CRA trim valve shall be CRA cladded on dynamic sealing surface area of the carbon steel body / bonnet side. 18. Valve shall comply with API 6A annex-G.

Note 1: A CD containing the electronic files of all drawings and documents shall also be submitted.
REMARKS Invoice must certify that the drawings and engineering documents specified above have been despatched to all parties concerned. Any deviation from the timing for submittal of documents shall be notified to the Approval/Distribution Offices by E-mail or fax. Shop fabrication shall not be started before the required approval drawings have been released for construction by the party concerned, unless otherwise stated on the "Approval Drawing Specification". Each document shall bear the item/tag and order reference number, and shall be despatched by air mail unless specified otherwise.
Units/dimensions used on Engineering documents shall be SI. Exceptions to SI units are standardized imperial units for nominal sizes of pipe, valves flanges, bolting, etc. The documents shall be in English. Description on drawings and similar documents may be in other languages provided English translations are also given. Drawings and documents shall be suiteable for microfilming and comply with accepted national or international standards for the preparation of technical drawings. Only the following standard sizes should be used: A4, A3, A2 A1.
