Organization is key to maintaining the proper flow of work from start to finish.

Communication on every level must follow a pattern so that you don't miss important client calls and deadlines. Developing a chain of command at your company ensures that communication flows properly to everyone who needs to be involved in a company decision or policy implementation. How you organize your flow of communication determines the success you'll see. Even if you are a sole proprietor with no employees, you must organize your email, incoming messages and calendar so that you build a consistent flow of communication with your clients and associates.

Financial Accountability Financial accountability is tied directly to profitability. Organizing the billing process and collections, employee payroll, expenses and overhead bills is a function in business that cannot be ignored. You must exert organizational controls over the flow of money in and out of your business to know if you are turning a profit or heading for bankruptcy. Financial organization is just as vital in a large corporation dealing with a huge payroll and capital expenses as it is for a one-man operation if you want to provide a consistent income for you and your family.

Leadership Organizational functions that fall on the leadership in your company include managing your income, staff, growth, planning and all the processes that lead to your profitability. The primary role of a manager is to organize the company so that the flow of work product, communication and financial accountability each interact appropriately and effectively. The leader or manager in a company coordinates all the other organized functions to make sure they are aligned to reach a common objective. Aquino reform laws: Sin tax in 2012, mining in 2013? BY

MANILA, Philippines - In his 2012 state of the nation address, President Benigno Aquino III urged Congress to pass two reform bills. One he stamped “urgent,” the other he said could “wait a little while.” Aquino signed the sin tax reform law in December, paving the way for its implementation on the first dayof the new year. A bill to reform the country's mining law however is still being drafted by an inter-agency body created by Malacañang, and waiting in queue. Both are important measures—they will raise additional revenues for the Philippine government that is only now making strides to end its fiscal woes. The government had complained that its share in mining revenues was small, while strong industry lobby kept excise taxes on sin products—tobacco and alcohol—among the lowest in the world for a long time. However, for Aquino, the sin tax measure was the priority. It was “in a mature form already,” he was quoted as saying in earlier reports. On the other hand, there are sticky issues that need to be resolved in the mining bill first, the Finance department said. Aquino flexed his political muscle to get the sin tax bill passed and enacted, the first time in nearly 16 years that efforts to restructure the country's excise tax system succeeded in Congress. Will he do the same for the mining reform bill this year?

Mining taxes The government gets its share of mining revenues in two ways: by imposing an excise tax under the mineral production sharing agreement (MPSA), and getting a percentage of net revenues through the Financial or Technical Assistance Agreement (FTAA). Most of the mining firms in the country hold MPSAs, which impose only 2% excise tax on their gross revenues, plus a 5% royalty tax on mineral reservations. The FTAA is for foreign majority owned firms. Mining’s contribution to government coffers is undeniably small, complained Aquino, adding it is also disproportionate to the dangers the extractive industry poses to the environment. Thus, hiking the excise tax to between 5% and 7% has been a frequent call. A “fair” revenue-sharing scheme between the government and mining firms is what the mining reform bill aims to provide. Aquino issued his mining policy—Executive Order 79—in July 2012 calling on Congress to pass a new mining law that will raise the government’s revenue share. He ordered the creation of the Mining Industry Coordinating Council (MICC) to supervise the drafting of the new law. The council is composed of representatives from the Finance and Trade departments, the National Economic and Development Authority as well as the Mines and Geosciences Bureau. Recently, the MICC announced it was finally looking at two options for the revenue-sharing scheme. The options are to take a percentage of mining companies’ gross margin or take a portion of their gross revenue, where income tax paid is deducted after computing the government’s share. Both will be benchmarked on world metal prices available on the London Metals Exchange. “The new scheme will strive to strike a balance between raising government revenue and keeping a fiscal regime that is competitive with other developing countries,” the MICC has said. The revenue-sharing scheme is just one of the contentious issues that are still being deliberated on in the drafting of the reform bill. Other issues include the harmonization of national laws and local ordinances, and the moratorium on new mining permits. National vs local While EO 79 upheld the primacy of national laws over local ordinances, mining firms are urging the government to clarify the matter further in the reform bill.

At the center of the issue are bans on the supposed destructive method of open-pit mining put in place by several provinces. Industry players claim the bans are illegal and run contrary to the Philippine Mining Act of 1995, which allows this method. One company, Sagittarius Mines Inc. (SMI), the local partner of Swiss mining firm Xstrata, has been held back by a South Cotabato ban on open-pit mining since 2010. The company’s application for an environmental compliance certificate was dismissed by the Environment and Natural Resources department because of the ban. As a result, the company pushed back commercial production of its $5.9-billion Tampakan coppergold project to 2018 from 2016. If the project pushes through, it will be the Philippines’ largest single foreign investment ever. SMI may opt to file a case to invalidate the South Cotabato ban after the Justice department issued an opinion that stated the ban is essentially in conflict with national law. In Memorandum Circular 2012-181 it issued on November 29, the DOJ stated “the power of local government units to pass ordinances and resolutions is merely a delegated power coming from Congress and that ordinances should not contravene an existing statue enacted by Congress.” Moratorium on new permits The enactment of a revenue-sharing scheme meanwhile is required before a moratorium imposed by EO 79 on the issuance of new mining permits could be lifted. Existing mining operations and those with approved contracts before the EO’s effectivity were not affected by the moratorium, said the government as it promised to respect earlier agreements it entered into. While the granting of mineral agreements was suspended, the government is still allowing exploration permits. However, these permits are limited to exploration works only and do not include authority to conduct actual mining or extraction of minerals. In case those granted these permits actually discover minerals, they will be given preferential option in the granting of mineral agreements in the future should they wish to pursue their projects. The moratorium has put the mining industry at a standstill. Over a thousand applications for new mining contracts are on hold. As a result, mining and quarrying contracted by 2.2% in the third quarter of 2012, government data showed. This decline was a reversal of the 4.1% growth the industry recorded in the same quarter last year. Government officials also significantly slashed mining investment forecasts for 2013 until 2016.

Draft bill out ‘before polls’ As the government threshes out the thorny issues, the MICC expects to be ready with the draft billbefore the May mid-term polls, a source in the Finance department said. “There’s no draft yet. Hopefully, we can have it before the elections,” noted the source. When it’s ready, the group will submit the draft to the Ways and Means committees of both chambers of Congress for sponsorship. The passage of the mining reform bill will mark another milestone for the Aquino administration, whichsucceeded in enacting last year the most divisive and controversial measures that had languished in the legislative mill for over a decade. - Rappler.com

Roads given wider right of way, sidewalks widened to as much as 10 meters. And a master plan for every city in the next 20-30 years must be made. This to prevent representatives from believing they could put up a flyover anywhere or whatever. to the national nutrition and heart survey of 2008. • The total annual cost of the 4 leading smoking-related diseases is a whopping P188 billion, according to a study by Dr. Antonio Dans, a professor at the University of the Philippines college of medicine. • We have one of the lowest prices in cigarette and cigarette taxes. • It‘s the young boys and girls, aged 13-15 years, who smoke the most, again, the highest in Southeast Asia. • The poor smoke more than the rich thus they are the most vulnerable to diseases. Whatever happened to transformative leadership, Aquino‘s buzzword during the campaign? It seems to have been sidelined. It will take more than rhetoric and leadership by example to achieve real reforms, to unshackle our politicians from vested interests. The lack of political will may be a tired and overused phrase, but it will continue to explain some of our country‘s legislative failures. A leadership that is bold on rhetoric and weak in action will keep us where we are, a country wherein the state succumbs to the 10 percenters, the elite who control most of the nation’s wealth. "Sin tax reform is critical for health outcomes and also for improving buoyancy of tax collections," Finance Assistant Secretary Ma. Teresa Habitan said in an interview. She added that the proposed automatic indexation of tax rates ensures that the tax-to-GDP ratio will not get too eroded by inflation. The DoF and the Department of Health are both pushing for the restructuring of sin taxes into a unitary tax rate from a multi-tier system for cigarettes. The version approved by the House of Representatives in June is expected to bring in P31.35 billion in revenues from a unitary tax rate in the first year of implementation. The Department of Health is pushing for the approval of the sin tax measure filed by Senator Miriam Defensor-Santiago, Senate Bill No. 3249. According to Health Secretary Enrique Ona in a position paper, the Santiago bill ―best supports the twin goals of deterring our countrymen, especially the youth and the poor, from smoking and drinking

alcohol…and financing a universal health care program to improve accessibility to quality health care.‖ He added that the bill upholds the features of the original House Bill 5727, filed by former Cavite Rep. The survey, conducted by the Social Weather Stations between August 24 to 27, showed that of 1,200 minors aged 13 to 17 years old, 8 percent are current smokers, 4 percent are previous smokers, while 88 percent are non-smokers. The results of the survey were released Thursday at a weekly forum at the Senate as senators continued to debate on the controversial sin tax bill, which aims to raise taxes for alcohol and tobacco products. The survey said Filipino minors who are current smokers usually smoke five cigarettes a day. It also showed that most of the current smokers would stop smoking if each cigarette costs P10. It also said price is one of the top reasons why current smokers choose certain cigarette brands. The reasons specifically for smoking a particular brand are taste (34 percent), price (25 percent), 'just for kicks' (16 percent), to get rid of aftertaste (11 percent), the brand is preferred by family members or friends (9 percent), and the brand's prestige (2 percent). It said more than half of current smokers smoked Fortune (56 percent) in the past 30 days, followed by Marlboro (29 percent), Winston (2 percent), More (1 percent), Plaza (1 percent), Boss (1 percent), Hope (1 percent), and Philip Morris (1 percent). On the other hand, senators agreed on a unitary rate for cigarettes at the start of the fifth year of the bill's implementation. The initial proposal was at the start of the fourth year.

"It was a compromise," he said. The terms agreed on by majority of the senators were ratified during Monday's session. On Tuesday, the Senate approved on third and final reading the sin tax reform bill, which seeks to generate almost P40 billion for the state on the first year of its implementation. On Wednesday, Drilon said at least P23.4 billion of the revenue from sin taxes will be added to the P56.8-billion proposed 2013 budget of the Department of Health. He explained that the P23.4 billion will go to the Universal Health Care Program, which will cover the "PhilHealth premium of workers in the informal sector, health facilities enhancement program, preventive and promotive health programs, and policy and regulation standard." We don‘t know what these discussions will be [since] we have not met with the House leadership yet,‖ Presidential SPokesperson Edwin Lacierda said in a briefing Thursday. In a statement released on the government website Wednesday, the Aquino administration hailed the passage of the sin tax bill as a victory for the much sought-after Universal Health Care Program. Malacañang has long said that the sin tax bill is a health issue above anything else. ―This complements the Aquino administration‘s relentless pursuit of Universal Health Care which underscores the belief that healthcare should be a right and not a privilege in this country,‖ the statement read. The sin tax bill, after a few roadblocks, managed to sail through Senate by virtue of an ‗urgent‘ certification from President Benigno Aquino. However, the Reproductive Health Bill has been given no such assurance. However, when asked why the administration has not certified the RH bill—which would provide easier access to contraceptives, as well as providing sexual health education to adolescents—despite its qualifications as a health measure, Lacierda evaded the question by answering that even without the certification, the administration still wants an RH bill passed. ―We want a Responsible Parenthood bill passed into law. Bicam on sin tax set next week MANILA, Philippines - The Senate and the House of Representatives will begin their bicameral conference committee meeting on the sin tax reform bill next week, Sen. Franklin Drilon said yesterday. ―We‘ll start the bicam at the end of the month because I expect to finish the budget under our schedule by Nov. 28,‖ Drilon, Senate finance committee chairman, said at the weekly Kapihan sa Senado yesterday. He said the bicameral conference meeting on the sin tax would coincide with the one for the 2013 national budget. ―Anyway, the bicam on the sin tax will be both easy. Join Date Oct 2012 Congress urged to open bicam meetings on sin tax bill to the public November 26, 2012 8:45pm An anti-smoking advocate on Monday asked Congress to open to the public its bicameral conference committee meetings on the sin tax bill to avoid possible ―killer‖ insertions by pro-tobacco lawmakers.

―We need to make it open so we will prevent killer insertions, knowing that the bicam is shrouded in secrecy,‖ said Anthony Leachon, a consultant on non-communicable diseases by the Health Department. The House of Representatives approved its version of the sin tax measure in June, which would translate to incremental revenues of P31.35 billion in the first year of implementation. The Senate version, passed just last week, would yield P40 billion. Both versions, to be reconciled through the bicameral meetings, fell below the government‘s original target of P60 billion in incremental revenues. Leachon feared that with the meetings closed to the public, last-minute insertions by pro-tobacco lawmakers is a possibility, similar to what happened in the controversial Cybercrime Prevention Act of 2012 where a provision on libel was inserted during the bicameral meetings. ―We don‘t want these provisions that will undermine the credibility of the reform and lead to adverse, unintended consequences,‖ Leachon said. Proponents of the sin tax bill on Monday said they are planning to hit politicians responsible for the "watered down” version of the bill where it hurts—next year's elections. "Binabalak ng civil society na dalhin ang isyung ito sa election,” said Dr. Anthony Leachon, an internist-cardiologist and consultant with the Department of Health (DOH), on Monday. "Papangalanan namin ang mga pro-sin tax at pro-health senators para malaman natin kung sino ang dapat iboto natin sa susunod na eleksiyon," he added. Leachon, along with several other doctors, went to the office of Sen. Ralph Recto to confront him regarding the sin tax law. However, he said they failed to convince the senator to make amendments in the proposed measure. "At the end of the day, hindi din namin siya nakumbinsi, kami din naman hindi kami titigil na iadbokasiya kung ano ang nararapat para sa lahat," he said. Recto, chairman of the Senate ways and means committee, was blamed for the allegedly watered down version of the sin tax bill, which seeks to increase taxes on tobacco and alcohol. Meeting with Recto He said Recto was cordial during their meeting and promised them that he would not block

amendments that will be introduced by his colleagues. Leachon said they went to Recto’s office to show him their opposition to the new version of the bill. "We confronted him upang magpakita ng pagkadismaya and frustration na hindi niya nakita ang presentation ng mga duktor," he said. Aside from Recto, the group also talked Senators Miriam Defensor-Santiago, Pia Cayetano, Teofisto Guingona and Senate Minority Leader Alan Peter Cayetano. He said the office of Sen. Edgardo Angara had talked to Health Secretary Enrique Ona while Sen. Panfilo Lacson promised to propose several amendments to the sin tax bill. Snowballing support "I think dumadami [ang sumusuporta] kasi nakikita nila ang rationale ng ating advocacy. So our next step ay makikinig kami, magiging vigilant kami," Leachon said, adding they are fighting not only for their constitutional rights but the rights of all non-smokers. The Senate ways and means committee recommended last week a sin tax measure that will raise P15 billion to P20 billion in additional annual revenues for government, a measly amount according to Recto's critics. The House of Representatives, on the other hand, approved last June its sin tax bill, which is expected to raise P31.35 billion in the first year of implementation. Malacañang's proposed version, however, pegs the amount at P60 billion per year. Affected by the criticism and brickbats, Recto expressed willingness to give up the ways and means post, saying his family could not take the hurtful and uncivilized words being hurled at him. — Amita O.
