INTRODUCTION BP Vietnam requires HHI to ensure that they operate with standards and procedures that are comparable with BP Vietnam's own and that are designed to 1).

However it is recognized that unplanned events may still occur and measures must be available to contain emergency incidents, safeguard people, the environment and property, and to return operations to normal as quickly as possible. HHI are legally and morally responsible for the control of their operations carried out on behalf of BP Vietnam and for having Emergency Procedures and resources to contain incidents. A high degree of co-operation between BP Vietnam and HHI both in command structure and procurement of resources are required throughout the duration of the incident life cycle. This document links the BP Vietnam Operational and Support Incident Management Plan with HHI in order to define where responsibility lies and how additional support and resources are to be obtained in an emergency. BP Vietnam Business Unit have an obligation under Vietnamese Oil and Gas Production Regulations, The Safety Management Regulations and ‘Getting HSE Right’ to identify, so far as is reasonably practicable, all potential hazards and reduce the associated risks to a level that is 'as low as reasonably practicable' (ALARP).

Activation / Mobilization of Onshore Medical Support (ISOS) Medical support to BP Vietnam operations is supplied by ISOS. 2 key resources have been developed to support potential offshore incidents. 1).
ISOS (HCMC) provides a co-ordinating Doctor on a dedicated telephone 24 hours
2).
ISOS (VT) Provides a Doctor / Nurse who will if appropriate attend the incident scene on the helicopter, but the VT Clinic is not manned 24 hours.
All initial telephone calls requesting medical support should be made direct to the HCMC ISOS Clinic, stating: “This is an emergency, I am xxxx of BP / HHI, telephone number xxxx. I need to speak to the Co-ordinating Doctor” The Offshore Medic / First Aider should give a brief description of injuries / symptoms and what medical assistance is required The process for the activation and mobilization is outlined below.

Activation / Mobilization of Helicopter Support (SSFC) Helicopter support for BP Vietnam Offshore Operations is supplied by SSFC based in Vung Tau. In order to mobilize this support the following actions should be taken: 1).
Vessel Master / Radio Operator / BP Rep to call the BP 24 hour manned Supply Base located at Vung Tau, by either telephone or radio.
2).
Request for either Helicopter to be put on standby or for mobilization
3).
State whether there will be a requirement for stretchers (approximately 25 minutes to make ready)
4).
State whether winching facilities will be required (approximately 25 minutes to make ready)

Activation of Oil Spill Response Assistance The BP Vietnam Supply Base in Vung Tau is a key resource for the activation of oil spill support. The BP contracted Supply Vessels “Lady Margaret” and “Pacific Battler” have on board 5 drums x 200 litres of oil spill dispersant, which are to be used for Tier 1 Response (local spills) in deeper waters. In addition BP has in place a contract to mobilize PetroVietnam Drilling & Wells Service Company Vung Tau, which holds specialist oil spill response equipment such as booms and mechanical clean up. In order to activate oil spill response assistance, the following actions should be taken. 1). 2).
Initial call giving information regarding the spill to Vung Tau Supply Base, who can organize Tier 1 support and put PetroVietnam Drilling & Wells Service Company on standby. Telephone call to the HCMC Duty Incident Manager, who has authority to mobilize PetroVietnam Drilling & Wells Services Company to the Tier 2 Response. In addition the Duty Incident Manager has access to Environmental Specialists who will give support and advice as required

Activation of HCMC Duty Incident Manager (DIM) A Duty Incident Manager is on call 24 hours per day in order to support potential incidents affecting BP Vietnam Operations. In order to mobilize this support the following actions should be taken. 1).
Initial call to the BP Duty Incident Manager (DIM) on the dedicated mobile telephone (+84) 0903 977 977, giving a brief situation report and what actions have been carried out (e.g. Helicopters / ISOS).
2).
Provide the Duty Incident Manager with a call back telephone number and name.
Refer to Appendix A: Initial Incident Report Form for information that will be required by the Duty Incident Management team. This information should be updated as and when the situation changes. The process for activation / mobilization is outlined below.

PRIMACY REGARDING HR ISSUES HHI will hold primacy / responsibility for managing HR issues for all HHI employees and their families. In addition HHI will hold primacy / responsibility for HR issues affecting HHI direct contracted employees and their families BP Vietnam will hold primacy / responsibility for managing HR issues for all BP employees and their families. In addition BP Vietnam will hold primacy / responsibility for HR issues affecting BP direct contracted employees and their families. Please note that close liaison between the BP HCMC Incident Management Team and the contracting company will take place throughout the incident life cycle. All sub-contracting companies will be required to manage all potential HR issue that affects their personnel.
6.0
PRIMACY REGARDING MEDIA ISSUES Dependant on the size and scale of an incident, BP Vietnam and the contracting company will decide who will take primacy for managing media issues. Once that primacy has been agreed, all press statements will be copied to the respective organization. Close liaison between BP Vietnam and the contracting company will be maintained throughout the incident life cycle.
7.0
PRIMACY REGARDING TECHNICAL ISSUES Any technical issues for which BP Vietnam hold primacy / responsibility should be listed in this section. If there are none listed then the HHI will hold primacy for all technical operational issues in the incident.
8.0
PRIMACY REGARDING VIETNAMESE GOVERNMENT NOTIFICATION & REPORTING HHI will hold responsibility for reporting of offshore incidents to the Vietnamese Governmental departments at the local and national levels. The BP Vung Tau Logistics Base will assist EMC by initial notification to Petro Vietnam Vung Tau who subsequently notify local government departments. Additional reporting will be carried out by BP / HHI dependant on the incident. Reporting involves the filling in of the relevant statutory forms and is carried out later when more exact information is known. The BP information on Statutory Reporting of Safety and Environmental Incidents can be found in HSE – 12-2001-0005 BP Incident Reporting and Investigation BP Vietnam and the contracting company should maintain close communications links in establishment and maintenance of government reporting.
