Malaysia’s oil & gas industry has undergone rapid development over the last three decades, with an increasing number of companies offering services not only locally but also abroad. The services offered cover a wide range of industry requirements and needs both for upstream and downstream. As a result of the past growth, Malaysia now has developed skills and capabilities, and has increasingly gained reputation as a regional centre for the oil & gas industry within the region. The Malaysia Oil & Gas Services Directory provides information of companies within the industry covering all aspects of the oil and gas services including fabrication and construction, engineering, logistics, installation and services. PRESIDENT OF MALAYSIAN OIL & GAS SERVICES COUNCIL (MOGSC)

The Malaysian Oil & Gas Services Council or MOGSC was established in December 2003, and though still a young organisation, MOGSC is now the leading business forum for service providers in the Malaysian oil & gas industry with the largest grouping of companies. MOGSC is committed to the promotion and development of the Malaysian oil & gas services sector. MOGSC showcases the capabilities and expertise of member companies operating in the Malaysian oil & gas industry, and position Malaysian service providers as a preferred partner and resource for products and services for the global oil & gas industry. The Malaysian oil & gas services sector began to make an impact in the Malaysian oil & gas industry approximately 35 years ago, and an increasing number of Malaysian businesses started to directly participate in the oil & gas industry providing a variety of services. Today, Malaysian home-grown capabilities and expertise are found in every sector of the oil & gas industry, and many have progressed beyond Malaysian shores where Malaysian oil & gas service providers proudly fly the Malaysian flag in other countries as they export Malaysian expertise and capabilities to join the ranks of global players. MOGSC has various programs and activities throughout the year promoting members to continuously develop their expertise and capabilities, facilitate networking, smart partnerships and value-added business relationships. MOGSC organises talks, forums, dialogue sessions, seminars, and workshops for MOGSC members, and participate in conferences and exhibitions. MOGSC has set up various working committees to address issues and promote initiatives and collaborate for the development of the particular industry sectors. These working committees directly involve MOGSC members, thus promoting industry collaboration and industry partnership. MOGSC also regularly engages with the players and stakeholders for the growth and development of the Malaysian oil & gas service providers and the industry in general. The growing membership of MOGSC reflects the success of MOGSC with its agenda, having representatives from all the sectors and key players in the Malaysian oil & gas industry. As such, MOGSC will continue to represent and promote Malaysian oil & gas service providers locally and internationally, and be a positive contributor towards nation building through the oil & gas industry in Malaysia.

PRESIDENT OF OFFSHORE STRUCTURE FABRICATORS ASSOCIATION OF MALAYSIA (OSFAM)

OSFAM which stands for Offshore Structure Fabricators Association Of Malaysia was formed in February, 1990 to serve primarily as a platform for the PETRONAS licensed offshore fabricators to share common interests, issues and initiatives. Presently, the members comprise of Malaysia Marine Heavy Engineering (MMHE), Sime Darby Engineering (SDE), Ramunia Fabricators, Kencana HL, Brooke Dockyard and Engineering Works Corporation, Oilfab and Boustead Penang Shipyard. With guidance and support from PETRONAS and its Production Sharing Contractors (PSC), OSFAM members have grown in leaps and bounds since its initial forays in the offshore modules fabrication business in 1975. OSFAM members are now viewed as strategic contributors to the Malaysian economy employing around 12,000 personnel and spawning support industries within the cluster of Pasir Gudang and other places in Malaysia. Another notable achievement of OSFAM members has been its increasing orders from overseas thus paving the way in our ambitions to make Malaysia a competitive fabricator in the region. Lastly, I wish to thank PETRONAS and the PSC contractors for their enduring support throughout the years. Thank you.

MESSAGE

PRESIDENT OF ASSOCIATION OF MALAYSIAN OIL & GAS ENGINEERING CONSULTANTS (MOGEC)

The Association of Malaysian Oil and Gas Engineering Consultants (MOGEC) was formed in 1999 by six established engineering services consultants serving the upstream sector of the oil and gas industry. As the Association grew and evolved, membership was opened to engineering consultants providing services to the downstream sector of the oil and gas industry as well. The objectives of the Association are: 1.To provide a forum for discussions on issues of common interest 2.To promote co-operation among members 3.To promote the use and development of local resources 4.To promote collaboration with local research centres/institutions to stimulate skills development 5.To promote development of graduate engineers and professionals With these objectives in mind, the Executive Council invited key personnel in the industry to give talks to members, arranged dialog sessions with authorities, supported activities of institutions such as IEM, BEM and SIRIM, commissioned annual salary survey and participated in national conferences and exhibitions. The MOGEC website www.mogec.org.my, too is becoming more dynamic and continues to be populated with news, events and data and serves as an information-sharing medium for members as well as a source of information to the industry at large. MOGEC Hi-Tea is an annual event not to be missed by oil and gas industry players. With about 2,000 engineers and designers/draftsmen in Kuala Lumpur, MOGEC member companies can provide the full range of services from feasibility studies through to lump sum EPCIC; the latter in cooperation with fabricators and installation contractors. MOGEC member companies have experienced personnel who are well accepted and sought after in the Region and the Middle East. The experience of these engineers ranges from about 8 to 10 years on average; with senior staff having more than 25 years of experience. Many of our design consultants are ISO 9001 accredited. Thus, we export services meeting ‘international’ quality and performance standards. In addition, we are a low to medium cost centre. Hence, we are well-positioned to compete in the international arena. MOGEC provides an effective platform to promote the advancement of the oil and gas engineering profession in Malaysia. Through MOGEC, the voice of member companies is heard and industry players are aware of the value provided by the oil and gas engineering consultants. MOGEC hopes that member companies will keep abreast with the development of the oil and gas industry internationally as MOGEC wants to make Kuala Lumpur the oil and gas engineering hub for the Region.

OVERVIEW OF OIL & GAS SECTOR

Oil & gas activities in Malaysia are regulated by the Petroleum Development Act 1974. The national oil company, PETRONAS, is entrusted to supervise all activities related to oil and gas operations in Malaysia. PETRONAS is actively engaged in the exploration, development and production of crude oil and natural gas in Malaysia and overseas. In Malaysia, these activities are undertaken and managed through Production Sharing Contracts (PSC) with a number of international oil & gas companies as well as with its own operating subsidiary PETRONAS Carigali Sdn Bhd. The focus of development has been on the various oil & gas fields offshore Peninsular as well as East Malaysia. To augment Malaysia’s petroleum resources, PETRONAS has since 1990 pursued exploration, development and production activities outside Malaysia. These activities are undertaken by PETRONAS Carigali (Overseas) Sdn Bhd through various subsidiaries. In Malaysia, PETRONAS licenses or registers, based on the respective categories of interest, any company wishing to provide services in the Malaysian oil & gas industry. PETRONAS also encourages Malaysian companies to become directly involved and perform the range of services required by the industry. As a result of this encouragement for local Malaysian direct participation in the industry, many Malaysian companies have emerged as providers of services with their own home grown technical expertise and resources.

There are now many local Malaysia owned companies operating in the oil & gas industry, employing local Malaysian professionals, technical workforce and other expertise. To coordinate their interests, many companies from the main three clusters of industry sectors have formed and become members of MOGSC (Malaysian Oil & Gas Services Council), OSFAM (Offshore Fabricators Association of Malaysia) and MOGEC (Association of Malaysian Oil & Gas Engineering Consultants). As Malaysia’s Oil and Gas Industry reached maturity, the local service companies have not only managed to take over from foreign companies in the provision of required services to E&P operators in Malaysia, but they are now capable of selling their own services and products globally. Malaysian companies who have ventured overseas have performed with professionalism, meeting the most stringent requirements. Some are already world class in their sector of the industry.

Apart from these service providers, Malaysia has also been “exporting” the services of experienced and competent professionals and technical personnel to Oil & Gas Operating Companies in the Middle-East and African countries. Malaysian capabilities have been showcased at various international trade conferences and exhibitions. Continued up-cycle in Malaysia’s oil & gas industry is expected as PETRONAS intensifies E&P efforts, underpinned by the need to sustain energy resources whilst maintaining Malaysia’s status as a net oil exporting country. Against this backdrop, it is expected that oil & gas service providers to enjoy sustained growth with increase in capability and expertise as the demand for equipment and services should strengthen in light of the up-cycle in E&P activities.

Malaysian companies are also entering a new phase where they will have to increase their expertise and capabilities to meet future challenges. Twenty-four percent of PETRONAS exploration acreage is in deepwater and 30% of Malaysia’s expected future oil production. Deepwater exploration and production is expected to be critical for securing future reserves, hence investment in deepwater technology will increase. PETRONAS is further promoting Malaysia as a regional deepwater hub thus providing opportunities for Malaysian services sector to invest and expand their capabilities and expertise in a very challenging field.

MATRADE SERVICES Specialised Marketing Missions MATRADE organises specialised marketing missions overseas to explore and identify trade opportunities for selected products and services. Apart from generating potential sales, these missions also generate opportunities for establishing business networking.

Malaysia Export Exhibition Centre (MEEC) MEEC is a permanent display centre located at Menara MATRADE, Jalan Khidmat Usaha, Off Jalan Duta, Kuala Lumpur, where Malaysian companies can showcase their products to foreign buyers and incoming trade delegations.

TRADE PROMOTION Overseas Trade Fairs MATRADE organises and manages Malaysia’s participation in international trade fairs overseas. It provides assistance in handling booth space reservations, stand design and construction, pre-event publicity and the scheduling of business meetings with foreign buyers. Trade Missions MATRADE, together with the Ministry of International Trade and Industry and the Malaysian Industrial Development Authority, annually organises a number of trade and investment missions to major existing and emerging markets. By participating in these missions, Malaysian companies can develop business contacts and network with foreign officials, business leaders and international buyers.

Promotion of Services MATRADE, in collaboration with relevant government agencies, professional bodies and associations, promotes the export of major services sectors such as construction and engineering, education, healthcare, information and communications technology.

In-Store Promotion MATRADE, in collaboration with major departmental stores, organises ‘Madein-Malaysia In-Store Promotions’ to introduce Malaysian products directly to consumers overseas. Information Booths MATRADE sets up information booths in selected trade fairs to disseminate information on Malaysian products and services as well as to display product catalogues of Malaysian companies. Information booths serve as an alternative and cost-effective way for Malaysian exporters to promote their products and services.

Malaysia Trade Centre (Dubai) Malaysia Trade Centre (MTC) Dubai is Malaysia’s first overseas trade exhibition centre in West Asia. Managed by MATRADE Dubai, the centre is strategically located within the central business district and provides Malaysian exporters the opportunity to showcase their products and services to the United Arab Emirates and the surrounding region.

TRADE MATCHING Trade Enquiries MATRADE responds to trade related enquiries from foreign buyers, trade associations, chambers of commerce, foreign missions in Malaysia as well as business visitors to Malaysia. These trade enquiries are disseminated to Malaysian companies through its publications and MATRADE’s website. Malaysia Trade Centre (Johannesburg) Malaysia Trade Centre (MTC) Johannesburg was opened to trade visitors in July 2005. With 270 sq m of exhibition space, MTC Johannesburg provides a platform for the promotion of Malaysian products and services into the African markets. Malaysia Trade Centre (Rotterdam) Malaysia Trade Centre (MTC) Rotterdam is managed and operated by MATRADE Rotterdam. MTC Rotterdam offers temporary office space and support facilities to Malaysian companies wishing to promote their products and services in the European market and the surrounding region. Malaysia Trade Centre (Hong Kong) Malaysia Trade Centre (MTC) Hong Kong operates as a focal point for importers and businesses in the region.

Incoming Buying Missions MATRADE offices abroad organise incoming buying missions. Individual business meetings with Malaysian businesses are arranged in conjunction with these buying missions. Incoming Trade Delegations MATRADE receives visits of foreign trade delegations. Apart from organising business briefings, MATRADE schedules individual business meetings between Malaysian business and members of foreign trade delegations.

Trade Leads and Tender Notifications MATRADE, through its weekly electronic publication, M@TRADE LEADS, disseminates trade enquiries from foreign companies wishing to source for Malaysian products and services, while international tender notifications are posted on MATRADE’s website.

EXPORT DEVELOPMENT Training for Export MATRADE organises seminars and workshops to nurture new exporters and update existing exporters on trade developments and business opportunities in international markets. The topics covered include export opportunities in specific markets and trade regimes, export procedures, developing brand names, products packaging, international marketing skills, e-commerce and trade documentation. Industry Excellence Awards There are three types of Awards under the Industry Excellence Awards managed by MATRADE namely, the Export Excellence Award (Merchandise) and (Services) and Brand Excellence Award. These Awards are presented annually by the government to companies in recognition for their excellent performance and contribution to Malaysia’s strong export growth, as well as their commitment in promoting and developing Malaysian brand names in the international market.

MATRADE SERVICES MATRADE Help Desk A Help Desk was set up at MATRADE Head Office to serve as the first point of contact for visitors who have enquiries on MATRADE’s services and programmes. The Help Desk also attends to phone-in enquiries from both the local and overseas business community, and where required, will forward the enquiry to relevant departments within or outside the organisation for follow-up action.

Business Information Centre Business Information Centre (BIC) acts as the first point of contact for visitors exploring trade and investment opportunities in Malaysia. It provides information on doing business in Malaysia to foreign business visitors who enter Malaysia through Kuala Lumpur International Airport (KLIA). Business visitors to Malaysia will find BIC a convenient centre for arranging meetings with local companies and related agencies in Malaysia to facilitate their business for sourcing Malaysian made products and services and investing in Malaysia.
