Scope This specification defines the minimum requirements for liquid positive displacement meters for either Process or Custody Metering Applications.

Conflicts and Deviations 2.1

Any conflicts between this specification and other applicable Saudi Aramco Materials Systems Specifications (SAMSSs), Engineering Standards (SAESs), Standard Drawings, (SASDs), or industry standards, codes, and forms shall be resolved in writing by the Company or Buyer Representative through the Manager, Process and Control Systems Department of Saudi Aramco, Dhahran.

2.2

Direct all requests to deviate from this specification in writing to the Company or Buyer Representative, who shall follow internal company procedure SAEP-302 and forward such requests to Manager, Process and Control Systems Department of Saudi Aramco, Dhahran for Process Metering.

General Requirements 4.1

Engineering Units Unless otherwise specified, all dimensions and measurements shall be in the “International System of Units” (SI), and may be followed by the equivalent value in conventional units between brackets. When not critical, the equivalent dimensions may be rounded off to their nearest practical value. The units of flow measurement may be in conventional (non-SI) units when so specified on Saudi Aramco Form 8020-118-ENG, ISS for Liquid Positive Displacement Meters.

4.2

General Requirements 4.2.1

The PD meter and associated accessories shall operate continuously under the following ambient air temperatures and humidity without any degradation of the manufacturer's guaranteed performance:

Temperature Instruments and control systems shall operate continuously under the following ambient air temperatures without any degradation of the manufacturer's guaranteed performance:

Notes: 1)

"Sheltered" refers to permanent, ventilated enclosures or buildings, or permanently fixed sunshades with a top and three sides.

For instruments which dissipate internal heat and are installed in custom engineered enclosures (e.g., enclosures not included in the original manufacturer's temperature certification), an additional 15°C shall be added to the above maximum temperatures. An example, for "indoor air conditioned" installation, the equipment must perform at 35 + 15 = 50°C. Similarly, for the "outdoor unsheltered" case, the equipment shall be designed for a maximum operating temperature of 65 + 15 = 80°C.

For the outdoor installations only, the designer can take credit for forced or passive cooling to eliminate or reduce the 15°C heat rise. For example, if vortex coolers are used, the heat removal capacity of the coolers may be subtracted from the generated heat. No more than 15°C reduction in temperature will be given as credit. The designer shall substantiate his claim by providing the support data and calculations.

4.2.1.2

Humidity Outdoor design basis shall be 5% to 95% relative humidity (non-condensing).

4.2.2

Offshore and Nearshore Environment (If specified by the Saudi Aramco Form 8020-118-ENG) Equipment which is not enclosed or hermetically sealed, but is situated offshore or nearshore, shall be protected against corrosion and operational failure due to wind-borne sea water spray and the accumulation of wetted salt (NaCl). Nearshore is defined as any outdoor, onshore location within one kilometer from the shoreline of the Arabian Gulf; all of the Ras Tanura Refinery and Terminal; and within three kilometers from the shoreline of the Red Sea.

4.3

Painting Finish, priming and painting of the PD meter and accessories may be as per the manufacturers standard provided that the coatings are suitable for the Page 4 of 9

environmental conditions. 4.4

Enclosures The instrument manufacturer shall ensure that all equipment installed outdoors is designed to withstand the environmental conditions. All enclosures shall be a minimum of weatherproof and dust-tight in accordance with ANSI/NEMA ICS 6, and NEMA 250 Type 4 or IEC 60529, Protection Degree IP 55, and suitable for the electrical area classification as specified by Saudi Aramco Form 8020-118-ENG.

Electrical Requirements 5.1

Design and Construction 6.1

Process Conditions The positive displacement meter shall be suitable for measuring the process fluid under the conditions specified on Saudi Aramco Form 8020-118-ENG.

6.2

Meter Size The meter size shall be specified on Saudi Aramco Form 8020-118-ENG.

6.3

PD Meter Design Pressure 6.3.1

Air Craft Fueling Meters Use of single case meters is permitted if the design pressure is less than or equal to 1000 kPag (150 PSIG).

6.3.2

Other Applications The meter shall be designed in accordance with ASME B31.3. The maximum working pressure for each meter shall be consistent with the flange rating according to ASME B16.5.

6.4

Materials of Construction 6.4.1

Copper or copper alloys shall not be used for meter internals.

6.4.2

Wetted parts in sour service shall meet the requirements of NACE MR0175/ISO 15156.

6.4.3

Housings 6.4.3.1

Aircraft Fueling Meters The meter housing shall be constructed of aluminum or epoxy coated steel. Meter internals shall be constructed of nonferrous materials. All metal parts in contact with the fuel shall not contain more than 5% zinc or cadmium.

Other Applications The meter housing shall be carbon steel unless otherwise specified on Saudi Aramco Form 8020-118-ENG, ISS for Liquid Positive Displacement Meter.

Pulse Transmitters 6.5.1.1

A pulse transmitter shall be provided for each displacement meter unless otherwise specified on Form 8020-118-ENG, ISS.

6.5.1.2

Single Pulse or Dual Pulse shall be specified on Form 8020-118-ENG, ISS.

6.5.1.3

Pulse transmitters shall not have a design that involves a filmtype disk with alternating etched opaque and transparent slots.

Close Coupled Electronic Totalizers 6.5.2.1

When specified, a close-coupled electronic totalizer shall be mounted on the meter. The housing shall meet the provisions of NFPA 70 – NEC.

6.5.2.2

Electronic temperature compensation shall be performed in the totalizer. Vendor shall specify the accessories required for this purpose.

Mechanical Totalizers 6.5.3.1

When specified, a mechanical totalizer shall be mounted on the meter.

6.5.3.2

The following accessories shall be supplied with the mechanical totalizer: a)

Adjuster/Calibrator.

b)

Right angle pulse drive for proving the meter.

c)

Automatic mechanical temperature compensator.

External Lubricators Vendor shall provide a self-contained lubricating system, isolated from the mainstream process fluid, for low-lubricity liquids.

Quality Requirements 7.1

Quality Program The Vendor shall implement and maintain a Quality Program, which shall include clearly defined and documented procedures for the relevant Quality System functions. The Quality Program documents shall be made available to the Buyer Representative for review and audit.

7.2

Acceptance Criteria 7.2.1

Prior to shipment, the liquid positive displacement meter shall be calibrated per Manufacturer's standard within its normal flow range, at ten incremented flow rates. At least 3 calibration points shall be within the process operating range - at the maximum, normal, and minimum flow rates. The flowing medium for calibrations can be either water or Stoddard Solvent.

7.2.2

PD Meters intended for Bi-directional use shall be calibrated in each direction.

7.2.3

PD Meters shall be factory tested for proper operation when used with low-lubricity fluids. Certificates of previous testing for same meter type and same low-lubricity fluid service may be provided in lieu of actual factory testing.

Identification 8.1

The following information shall be stamped/embossed on the stainless steel tag permanently attached to the meter body:

Flow direction shall be indicated by an arrow on the meter body and/or by the words IN and OUT on the piping connections.

Instrument Specification Sheet This specification together with instrument specification sheet, Form 8020-118-ENG shall be used as attachments to the Purchase Order. The Vendor shall submit a completed copy of the specification sheet along with his bid.

Other Miscellaneous Requirements 10.1

Inspection Items manufactured to this Specification are subject to the minimum Inspection requirements as specified in Saudi Aramco Inspection Requirements Form 175-343000.

Nonmaterial Requirements 10.2.1

The supplier shall provide nonmaterial items as shown on Form NMR-7907.

10.2.2

The supplier shall provide a copy of the manufacturer's sizing software for pressure drop, rangeability, etc., for the PD meter if available.

Welding Vents and drains shall not be seal welded to the meter casing.
