When receiving an event 1D report, which includes information about only one cell, the RNC knows that the quality of this cell is better than that of the serving cell and takes one of the following actions: If the reported cell is in the monitored set, the RNC decides a soft handover and adds the cell to the active set. If the number of cells in the active set has reached the maximum value, the RNC decides a soft handover and replaces the worst cell in the active set with the reported cell. The RNC decides whether the intra-frequency hard handover conditions are met. If the conditions are met, the RNC initiates an intrafrequency hard handover.

The decision of intra-frequency hard handover is based on event 1D, which is an intra-frequency measurement event. When the RNC decides to initiate a hard handover, it sends a reconfiguration message such as PHYSICAL CHANNEL RECONFIGURATION message, or a TRANSPORT CHANNEL RECONFIGURATION message, or a RADIO BEARER RECONFIGURATION or a RADIO BEARER RELEASE message to the UE. If the target cell receives a reconfiguration complete message such as PHYSICAL CHANNEL RECONFIGURATION COMPLETE message, or a TRANSPORT CHANNEL RECONFIGURATION COMPLETE message, or a RADIO BEARER RECONFIGURATION COMPLETE or a RADIO BEARER RELEASE COMPLETE from the UE, it indicates that the hard handover succeeds. If the source cell receives a reconfiguration failure message such as PHYSICAL CHANNEL RECONFIGURATION FAILURE, or a TRANSPORT CHANNEL RECONFIGURATION FAILURE message, or a RADIO BEARER RECONFIGURATION FAILURE or a RADIO BEARER RELEASE FAILURE, it indicates that the hard handover fails.

Configuration Unsupported: The UE does not support the configuration assigned in “Physical Channel Reconfiguration” message. Incompatible simultaneous reconfiguration: This reason refers to the case when the reconfiguration procedure is simultaneous with SRNS relocation and the new configuration is not supported by the UE. VS.SRELOC.Fail.IRATCSOutCanc: E.g.: after “Relocation Required” UE hangs-up. Then CN sends Relocation Preparation Failure with IE: “Relocation Canceled”. VS.SRELOC.Fail.IRATCSOutTfai: For example, when RNC sends CS inter-RAT handover preparation to MSC, MSC transfers this request to BSC, but maybe BSC has some problem, so it fails to prepare the resources for the new user, MSC returns CS inter-rat handover preparation failure to RNC with reason Failure in Target CN/RNC. VS.IRATHO.PrepFailCSOut.UkwnRNC: Unknown target RNC in this case is the 2G BSC. This reason could occur if the LAC of the target cell is not configured in the MSC. VS.IRATHO.PrepFailCSOutReqinfnotavai: For example, RNC tells BSC about voice encryption mode, but GSM doesn't support this kind of voice encryption mode; in general, this case seldom happens.

For the item IRATHO.FailRelocPrepOutCS.TAlExp, the RNC fails to receive a response upon expiry of the timer (at point A as shown in the figure) from the CN during the CS domain outgoing inter-RAT handover. The RNC measures the item according to the failure cause in the best cell that the UE camps on. For the items IRATHO.FailRelocPrepOutCS.TgtFail, IRATHO.FailRelocPrepOutCS.ReloNoSup and IRATHO.FailRelocPrepOutCS.HigherTrafficLod, the measurement is triggered at point A as shown in the figure. When the RNC receives a RELOCATION PREPARATION FAILURE message, the RNC measures the items according to different failure causes in the best cell that the UE camps on.
