INTRODUCTION This Project Delivery Systems module is a critical part of project management training. The module provides an overview of the Project Delivery Systems used at WorleyParsons and how you select and use them for different functions and projects. The principles and processes described in this module are valid for all sizes of projects and business process, and to all locations.

Module Learning Objectives Following completion of this module, you will be able to: 

understand the Project Delivery Systems used at WorleyParsons to manage projects



request and interpret project reports in order to provide status reports and track progress and performance against budget and schedule



identify the key systems and their interfaces (information flows) to enable effective project management



identify, assess and select Project Delivery Systems for specific projects and be familiar with the functions of these tools



explain the functionality of the function specific tools selected by WorleyParsons to improve the efficiency of project execution and communicate this information to the project team



consult with the location systems support personnel and where required with the Global Project and Improve Systems (PAIS) and Engineering Systems (ES) groups to set-up and configure the project delivery tool(s) for a specific project.

ExCo has also endorsed the rollout of a consistent suite of project delivery systems with the following strategy: 

Reduce the variety of systems, processes and tools through:  establishment and communication of the standard tool kit  establishment of global agreements with suppliers - wider acceptance  increased integration of standard tools - reduced duplication.



Provide access to WorleyParsons knowledge through:  making available user manuals, guides, templates and standard set-ups  providing training, set-up, configuration support and helpdesk facilities.



Facilitate multiple office work sharing through:  use of common systems  transfer of personnel between offices, locations and projects  common databases.

Each system has a specific function in WorleyParsons’ project management process. The systems used depend on the type of project being executed—for example, an Engineering Only project requires a smaller suite of systems than a full Engineering, Procurement and Construction Management (EPCM) project. The delivery systems are standalone tools that ‘talk’ to each other via the interfaces between them. In most cases, the business systems are interdependent and require the interfaces in order to work as a whole. For example, Smart Plant Foundation (SPF) imports data from InControl. As a Project Manager you will need to know what tools to use for different types of projects, depending on factors such as type of services, size of project and complexity of transactions and data to be managed. You will also need to understand how information flows between the tools, so that you can use them effectively to manage and control each project. It is important that you also know how to work with the systems support personnel to set-up and configure the project delivery tools for each project.

FINANCE AND ADMINISTRATION TOOLS Finance and administration tools are supported by GBS

The Finance and Administration systems:  collect EPCM service costs through the Time Management System  collate actual service costs  transfer to payroll and project control systems. Procurement and construction management cost may be passed through the Finance and Administration Systems in cases where procurement and construction is done on WorleyParsons’ paper.

Rollout of GBS across the WorleyParsons locations The Global Business System (GBS) is an Oracle e-business suit and is being rolled out to replace all existing Finance and HR management systems. It is a single environment, “On Demand” service and is globally accessible. There are new modules for:  Projects  Finance  HR GBS interfaces with the following existing Global Standard WorleyParsons systems:  InControl (service costs)  PREDICTION + (contractor costs)  SmartPlant Materials (committed costs and vendor invoices)

What Does ACCE Do? Aspen Capital Cost Estimator (ACCE - formally Kbase) supports the generation of conceptual and detailed cost estimates and schedules over the project lifecycle. With ACCE accurate budgets can be created from conceptual definitions, and it has been configured to optimize utilities and piping as well as project relocation and scaling based on plant size. Its ability to define contract structures for multiple contractors and vendors helps project leaders analyze execution strategies, manage change orders and control costs. ACCE is used for Class 1 – Class 2 estimates only through the Identify and Evaluate phases.

What Does Quest Do? Quest is an estimating system designed to aid estimators in the preparation of major capital cost estimates. It can help relieve the estimator of much of the number crunching that is inherent in the generation of an estimate. Quest enhances the quality of estimates by automating the calculations within a disciplined structure and thereby eliminating a major source of estimate errors. Quest is used for Class 2 – Class 4 estimates only through the Define, Execute and Operate phases.

What Does @Risk Do @RISK is an Excel add-in that allows users to perform simulations and is typically used in the Evaluate, Define and Execute phases of a project for risk analysis. WorleyParsons manages contingency assessments using @RISK with proven templates and reports – via a pool of shared licenses able to be shared between specialists in all WorleyParsons locations. An estimator can assess the likelihood of various best and worst case project budget scenarios. The system uses Monte Carlo-based simulation to run many possible outcomes.

@Risk adds advanced modelling and risk analysis to Microsoft excel by allowing;  Development of the risk model – WorleyParsons uses its own model, tested and proven on many projects  Identification of uncertainty – risk inputs  Model analysis by simulation – risk outputs

What Does InControl Do? InControl is a specialist project cost and progress control tool for managing WorleyParsons’ services. It is built around WorleyParsons’ processes and procedures to allow projects to manage costs against budget, track progress, control scope and determine forecast in one place. It brings together project budget costs, schedule and document data into a single repository. This capability provides weekly, monthly and adhoc reports that are the cornerstone for the project controls group to advise project management on its status at any point in time.

What Does PREDICTION+ Do? PREDICTION+® is a WorleyParsons owned integrated Project Management tool designed to manage TIC cost and progress control for standalone projects or program/portfolio works. It consists of a series of integrated application modules that communicate with each other through a centralised database that controls the flow and management of data. The PCS module provides real-time Total Installed Cost (TIC) and progress measurement management for projects and contracts.

What does Primavera P6 do? The Primavera P6 planning application is used for the development of a schedule/program for all phases of projects. It is a robust, industry standard application suite from OraclePrimavera that delivers full enterprise project portfolio management throughout the project lifecycle and across a range of project sizes and complexity. It has an extensive range of functions including:  Logic based networking  Critical path analysis  Resource scheduling  Import /export capabilities

What does Primavera Risk do? Primavera Risk simulates various scenarios using built-in templates for qualitative and/or quantitative risk assessment, like quick risk feature and risk register configured to align to WorleyParsons risk management practices. Primavera Risk Analysis uses advanced Monte Carlo-based cost and schedule analytics to provide full life-cycle risk management through the following types of risk models:  estimate uncertainty  task existence  probabilistic branching  fixed-cost uncertainty  variable-cost uncertainty  resource uncertainty  conditional branching  weather modelling

What does SmartPlant Materials do? SmartPlant Materials (SPM) provides control of materials and equipment through the Engineering, Procurement and Construction (EPCM) phases of a project. It provides a platform to manage project materials specifications and allows for identification and quantification of materials, showing status throughout the project material lifecycle such as:  purchased  under manufacture  in transit, received  held in stock  allocated  issued. It also allows for identification and quantification of required stock, allocated for each item by line or drawing number. It has 4 integrated modules as illustrated in the diagram below:

Smart Plant Reference Data (SPRD) SPRD provides material libraries at both corporate and project levels for use for materials revision and change management. It includes a Project Estimating functionality that can be used to generate estimates for new project bids and can access historical SmartPlant Materials project data to develop first estimates based on previous projects. It enables corporate (project-independent) material data standardization, especially of bulk material. Data can be organized to suit the required corporate or country standards and can be fed into design systems such as Plant Design System or Plant Design Management System.

Engineering and Procurement Integration (E&PI) E&PI presents the most recent status of material items in the project so that the flow of materials can be controlled, to avoid surpluses and shortages. Based on past experience of material usage and requisition patterns, rule-driven processes enable it to automatically create material requisitions, translating the project engineering view into the project procurement view.

Materials Supply Chain Management (MSCM) MSCM integrates interchanges between commodity suppliers, manufacturers, fabricators and freight forwarders, so that all procurement and relevant supply chain information is in the same database. It allows paperless integration of supplier performance and history measurement, supplier management, inquiry cycle, bid tabulation, purchase order/award, scheduling, progress/milestone control and tracking/tracing. MSCM data can be integrated with financial systems such as SAP or Oracle to control payment and invoicing.

Site Control Site Control balances onsite personnel with material availability, assigning material to site inventories in the shortest possible time. It allows automated material receiving, forecasting, reservation and allocation routines to control and manage materials in various site warehouses. It is used when reviewing the project schedule.

Benefits of SmartPlant Materials        

All specialist items, long lead items and large items (including equipment) can be fully managed and can include links to specifications, drawing and data sheets. Consistent equipment and item numbering, including corporate catalogues for bulk materials. Project-specific vendor lists. Totalling of items by part, description and vendor. Separate or multiple fabrication shops for materials supporting projects with multiple fabricators by geographic areas. Continuous material reconciliation. Global project work sharing and execution, using correct, complete and consistent data. By using a web-based and centralised environment, SPM allows a central synchronisation of a decentralised project organisation

What Does CAMS Do? Contract Administration Management System (CAMS) is facilitated by the use of task and event management, performance metrics, compliance monitoring, budget analysis, amendments, change orders, and contract correspondence administration. The task and event alerts allow the contract manager to monitor the ongoing performance of the contract. CAMS provides visibility into contracts, providing opportunities to identify cost savings, mitigate risk and improve compliance. It allows projects to centralise all contract packages and information, enabling collaboration across locations, supporting projects to share work across locations using the same core systems.

Suppliers are a crucial part of our project execution so WorleyParsons has a Global Suppliers Portal; a secure online registration process that captures the relevant information to support Supplier registration, invitation, evaluation and selection through to performance rating. By Suppliers registering with us, their details will be accessible to every procurement location in our worldwide organisation and potentially provide them with new business opportunities with WorleyParsons.

This content is sourced and analysed by the global content team at Management Dynamics Inc. The ‘Trade Wizard’ tool is a single function, browser-based interactive query tool that can provide quick answers to specific international trade related queries.

What does RPS On-Demand do? Many companies face significant challenges in finding whether the party to a shipment has been placed on any official denied persons or illegal trans-shipper list that is blocked from import or export transactions, or not sanctioned by the government for illegal acts such as terrorism, narcotics trafficking, etc. Restricted Party Screening (RPS) provides a secure and comprehensive method to quickly screen customers, suppliers and other trading partners against all restricted party lists from government institutions worldwide. The use of the system will prevent any illegal transactions with restricted entities or trade parties and avoid penalties. Additionally this will significantly reduce our corporate risk, liability and exposure to prohibited transactions.

What Does PREDICTION +JCS Do? PREDICTION+® is a WorleyParsons owned integrated Project Controls tool designed to manage all aspects of Project Controls for standalone projects or program/portfolio works. It consists of a series of integrated application modules that communicate with each other through a centralised database that controls the flow and management of data. The Job Card System (JCS) module is a structured low level tool which provides real-time management of the fabrication, construction and commissioning phases of the projects or program/portfolio works. JCS is also suitable for planning and controlling turnaround / shutdown scopes of work.

What Does CMT Do? The Completions Management Tool (CMT) is an enterprise application system specifically developed to provide preparation and execution management for field commissioning activities and to support the WorleyParsons Completions Framework. The combination of the Framework and CMT provides the methodology and functionality for a seamless start up on typical projects.

What Does RFI Do? RFI electronically manages all technical questions/ queries. It is the vehicle that will circulate the query from initiation to resolution via the email system. It is the basis for reporting of quality performance via quality codes and for change management and claim avoidance.

Key Success Factors for successful execution of Engineering Design Systems on a project 1. Get on to systems set-up early and with some priority. It will pay off! 2. Engage support groups – do not wait until there is an issue 3. Review the status and application of checking and verification processes regularly 4. Make sure actions from Model Reviews are addressed and closed out 5. If team members suggest system improvements (including project specific reporting), arrange to review the suggestions with your group and the EDS team 6. Ensure MTO development is controlled – on larger projects you may need someone in your team to coordinate this activity 7. Review model progress regularly with your team – don’t wait for the formal reviews 8. Induct your team members on the specific project set-ups and requirements for the EDS tools 9. Encourage interested team members to participate in the Communities of Practice (COPs) 10. If Workshare is involved, verify that the Supporting Office has the set-up information it needs and communication protocols are in place

DOCUMENT AND DATA MANAGEMENT TOOLS The document and data management tools are supported by Engineering Data Management (EDM).

Data Management systems collect all project documents in a single repository. This enables the data collected during the course of project execution to be entered into a single repository, thereby easing the process of data for handover to the customer at the end of a project.

What does Encompass do? Encompass is an automated project information and document management system designed to support our workflow processes. It is an in-house developed platform using all commercially available software and is designed to facilitate easy participation by external project stakeholders It is a rule-based system which is totally customizable and is built for managing the full project life cycle. Data delivered to customers can be structured for upload into their document management system.

SmartPlant Foundation What does SPF do? SPF is the electronic repository and tracking system for all documentation produced by the project. It maintains all document references, document cross-references and revision histories and can hold all approved versions of documentation in either their native or scanned format. It makes documents available across locations and time zones within a secure document repository. SPF is WorleyParsons’ preferred tool for Document and Data Management on EP and EPCM projects of a size that justify this tool, ie with a large amount of document and data to be managed. It interfaces directly with MS Office tools and a wide range of other third-party add-ons.

Benefits of SPF 

 

SPF allows WorleyParsons to develop a Data Management Plan in conjunction with the owner/customer that enables data to be transferred to the customer’s systems as soon as the data is authorized. This ongoing transfer of information eases the burden and cost of collating data for a single transfer at the end of the project It is a secure, managed environment which is fully configurable and auditable with full revision history. User access can be controlled by:  document type  document attributes  user groups

IMPROVE PORTFOLIO MANAGEMENT TOOLS The improve portfolio management tools are supported by PAIS.

What Does IOP Do? The Improve Operating Platform (IOP) comprises a generic set of methodologies and systems within a defined framework, for the delivery of a portfolio of projects within an Improve Contract. These methodologies and systems are based on the WorleyParsons Corporate Standards of the EMS and WPMP, which have been tailored specifically for Improve Contracts. Put another way, the IOP is essentially a “user front end” for EMS, WPMP and other systems. The IOP in its entirety represents what has previously been known as a Contract Execution Plan or Contract Operating Manual. The IOP however takes a different approach where the same information is presented in the form of a network of web pages with linked documents. The advantage of this format is that it makes information more accessible to users and makes any customisation required a simple and logical process. The generic IOP has all the required content for use in a typical Improve Contract and in this context is ready to be used “out of the box”. However a key feature of the IOP is that it has been designed to be readily customised for individual Improve Contracts and as such can provide dual access to both WorleyParsons and a Customer’s processes, documents etc.

Benefits of IOP 

The IOP has been developed to support the execution of a portfolio of smaller projects (< than US$10 million TIC or < than $1 million WorleyParsons contract value), and will also support ‘nano’ projects (< $100K TIC or less than $10K WorleyParsons contract value). The IOP addresses both content and structure since there is a lot of the difficulty in establishing new contracts due to the structure for the systems and the Customer systems interface requirements. The generic IOP will be accessible to WorleyParsons personnel with task sheets stored in EMS. This will ensure that WorleyParsons process improvements will be passed on to Improve customers on an ongoing basis. The IOP will incorporate best practice solutions from existing Improve contracts thus enhancing standard WorleyParsons systems and procedures. The IOP can be functional at an effective level on:  WorleyParsons  ‘neutral’ (non-WP, non-Customer)  Customer systems environments. The IOP sharepoint site has the capability to store / link ‘live contract / project data’ but keeps this displayed separately from ‘reference / procedural data’. It is available for all existing and new Improve contracts in order to ensure consistency in use of systems and processes while catering for customer specific needs.

CUSTOMER SYSTEMS Customer Systems are important because very often WorleyParsons will be requested to interface with these systems. The interfaces may be required on an ongoing basis, on agreed frequencies or at the end of the project. Examples of these interfaces are as follows:  Ongoing downloads of Purchase Order commitments into customer ERP System, as and when Purchase Orders are placed in the WorleyParsons Procurement system 

SELECTING AND ACCESSING TOOLS It is important for you to be able to select and access appropriate tools for your project. The tool(s) will vary according to:  Project size (Major, Minor, Miscellaneous)  Project phase (Identify, Evaluate, Define, Execute, Operate)  Scope of service (Engineering, E&P, PMC, EPCM, EPC, Improve)  Customer requirements etc. You should work closely with the Project and Improve Systems (PAIS), Engineering Systems (ES) and Engineering Data Management Systems (EDM) Groups to select and configure the systems for your project.

Interfaces The successful delivery of these systems is very much dependent upon the interfaces between systems and ensuring consistent coding and processes are followed throughout. Module 2 – Project Controls & Commercial Management focuses on the importance of the WBS and global CoA structures.  Project 1  Engineering Only project in the Evaluate phase.  Project fee value: US$0.5 million.  WorleyParsons scope is to complete Engineering activities and develop concept study adequate documentation to enable the customer to make a decision to move forwards to the next phase of work. The next phase may or may not be completed by WorleyParsons.

Project 2  Engineering and Procurement Services project in the Define phase with some potential for early procurement on long-lead items.  Project fee value: US$ 5 million, excluding the early purchase cost of the procurement items.  All procurement services for the agreed long lead items will have to be supplied by WorleyParsons while the purchase orders will be placed by the customer directly on the vendors.  The contracting strategy on the project will be for WorleyParsons to complete the FEED in the Define phase and develop a comprehensive tender document for the customer to go out for an EPC bid.

Project 3  Execute phase EPCM Project for the development of a Gas Plant.  Project Total Installed Cost: US$ 200 Million.  WorleyParsons has full responsibility for the management of the TIC costs.  All procurement services will have to be supplied by WorleyParsons while the purchase orders will be placed by the customer directly on the vendors. Though WorleyParsons will not be placing purchase orders directly, we will have the responsibility for the verification of invoices prior to the payment by the customer. WorleyParsons will have full responsibility for materials control from design all the way through to fabrication and installation. WorleyParsons will have full responsibility for the management of the construction contractors and for monitoring their performance and the authorization of progress payments.  The scope of work for WorleyParsons will conclude at plant start-up.
