SUMMARY  

David Khor is a Contract, Strategic Procurement and Data Analytics Professional with a Professional Certificate in Big Data Management for Data Scientist, and a Bachelor in Business - with an ability to add value and optimise the Company’s supply chain management (SCM) activities. David is an all-rounder in SCM who possesses a 17-year experience in the field of Contracting and Strategic Procurement Management, Purchasing, Data Analytics, Project Management, Cost Control, and end-to-end Logistics. In his current Data Scientist position with Petronas’ Coral 2.0 Programme Team, David’s day-to-day main deliverables surround the areas of : (1) Data Acquisition and Data Mining (2) Data Validation and Data Cleaning (3) Data Manipulation (via BusinessView Designer SQL software and InstaBI software) (4) Data Analysis Before taking up the current position in Petronas, David had been involved in the fulfilment of contracting and strategic purchasing management of big-ticket items for the Category Management of capital project machinery equipment and services  (for both greenfield CAPEX and brownfield OPEX phases) which consist of Centrifugal Compressor, Gas Turbine, Gas Turbine Generator, Condensate Export Pump, Process Pump, Fuel Gas Skid and Filter Separator Skid, and Fin Fan Coolers . David also contracted and procured hydrocarbon drilling and completions equipment and services like Wellhead Control Panel and

Christmas Tree, Conductors with Connectors, Machine Shop Services, Wellbore Cleanup Equipment and Services, and Sand Control Equipment and Services.

 Apart f rom that, David was in charge of contracting and strategic procurement of Software as a Service  (SaaS) in Information Technology   spend for the Category Management  of the Subsurface and Support Services workstreams. Examples included General Electric’s Systems 1 software which comes as a part of the Bently Nevada Condition Monitoring and Protection System  total package; Shell Global Solution’s Fieldware Production Universe software which comes as a part of the Real-time optimisation   technology; Reservoir Management System and Tempest software  supplied by Roxar Flow Measurement; IHS Kingdom software; Openworks software  by Halliburton & Landmark; and Electronic Document Management System software by  Alliance Geotechnical Services. The contracting and purchase was for the software itself and the accompanying ancillary services from end-to-end, encompassing from  Acquisition, to Installation, to periodic Maintenance and Troubleshooting, and around-the-clock 24-hour Customer Service Support, and

accompaniment of Upgrades.

For the past 10-year period, David worked with Companies within the exploration, appraisal, development and production activities for the oil and gas upstream exploration and production business, with 8 of which with Production Agreement Contractors (PACs) to PETRONAS (commonly known as Operators). David is highly well-versed with mechanics of Petronas’ PTCAM (PETRONAS Tenders and Contracts Administrative Manual for Upstream Activities), and general strategic sourcing strategies. During his stint in Petrofac and Shell, David contracted procurement packages packages for Drilling and Completions, Subsurface, Capital Projects Facilities (Greenfield) and Operations (Brownfield), and Support Services workstreams. And while in Schlumberger, David was contracting for procurement packages covering four Segments for Brunei, Malaysia and the Philippines (BMP) Geomarket : Drilling and Measurement , Wireline, Well Testing, and Well Services. In a nutshell, David’s areas of expertise are : (1) Data Analytics : from Data Acquisition, to Data Validation, to Data Manipulation, and to Data Analysis. (2) Contract Management/ Category Management/ Strategic Procurement/ Purchasing : (a) Pre-award : Preparation of request for quotation, invitation to bid, tender plan, technical evaluation reports, techno-commercial and award recommendation reports. (b) Post-award : Preparation of change order, contract variation, contract documents, claims and disputes. (3) Had been in charged of contracting and procurement packages under various Workstreams while working for Exploration and Production Operators : Drilling and Completions, Subsurface, Capital Projects Facilities (Greenfield CAPEX Phase) , Operations (Brownfield OPEX Phase) , and Support Services (information technology- and software-related). (4) Had been in charged of procurement packages under various Segments in Oilfield Services Company : Drilling and Measurement , Wireline, Well Testing, and Well Services. (5) Contract management and segmentation, according to product category and value . Highly familiar with the concept of ‘Total Cost of Ownership’ and ‘Should Cost Model’ – possessed a ctual experience of incorporating these concepts into day-to-day procurement decisions . (6A) Ensure conformance to strict audit requirements throughout the procurement-cycle, and at the same time, ensuring compliance across different Business Units located in different regions . (6B) With regards to the preceding item (5A) : Possess firsthand hands-on experience dealing with PETRONAS Audit Team for Special Audit conducted for Post-Award B11 ReDevelopment Gas Project Team, in December 2 011 . With a 17-year experience under his belt, David has managed to achieve cost savings target for Sarawak Shell’s System 1 Reliability Condition and Performance Based Maintenance System Software installed in Rotating Equipment. This is a Tier 1, high-value strategic contract awarded to General Electric Asia (Measurement and Control division). David also managed to achieve a well-balanced regional contracting and procurement strategies for all the packages undertaken. The contracting and procurement strategies have to be in compliance to requirements of both PETRONAS (the Malaysian authority); and internal Shell Group-wide Contract and Procurement Policies and Processes, dictated by Shell Centre Group Contract and Procurement in the Netherlands.  At the end of December 2016, David had completed a Post-Graduate Certificate Course in Data Analytics field with Open University Malaysia (OUM), which David strongly believes will equip one with highly useful  Analytical Tools  like Linear Regression,  Analysis of Variance (ANOVA) and Correlation, leading to enhancement of David’s ability to better analyse data found in bid submissions by different prospective vendors. vendors. Utilising software : Insta Business Intelligence (by DataMicron Inc.) to compile, analyse, and review highly complex data obtained from across 24 Production  Agreement Contractors (PACs) operating in the Upstream Exploration and Production Industry in Malaysia.

 ACHIEVEMENTS  Achieved the following deliverables : (i) Able to complete the tasks assigned in this project within the stipulated deadline, ie completion by 31-December-2016 for a handover to Malaysia Petroleum Management department, PETRONAS. (ii) These data are presented in a systematic format contained in the framework of a website (core.petronas.com.my). Supervised and managed 4 direct-report subordinates (2 during my stint in the Procurement Berantai Operations Team , and 2 during my stint in Procurement Drilling and Completions , and Procurement Subsurface ) Develop and execute contracting strategy for the procurement of long-lead items for Drilling and Completions Department  and Subsurface Department  to ensure that these long-lead items which are needed for achieving overall project delivery (e.g. strict adherence to long-term drilling sequence) are sourced in a timely manner. Possess firsthand hands-on experience of successfully contributing to the positive outcome of a Special Audit conducted by PETRONAS Petroleum Management Unit Audit Team towards the B11 ReDevelopment Gas Project Team conducted in December 2011. Involve in resolving contractual and contractor performance issues as and when they arise. Proactively engage with Engineers to ensure that all the procurement requirements are satisfied in a timely manner, while at the same time, complying with technical, commercial, safety and procedural requirements. Prepare and present Tender Papers to the various tender committees to secure approval. And work closely with counterparts in PETRONAS to facilitate timely awards and establishment of contracts. And to ensure that all transactions are conducted in accordance with the established procedures in order to ensure complete Cost Recovery by Shell Upstream Malaysia Group. Pursue cost savings opportunities with the winning vendors (either during pre- or post-award stage) by conducting face-to-face negotiations after obtaining the approval of PETRONAS. Expediting of materials based on Purchase Orders created earlier by liaising closely with vendors to ensure timely delivery of materials.  ACHIEVEMENTS  Achieved a cost avoidance of circa RM1 million annually : Managed to achieve cumulative cost avoidance in excess of RM1 million annually over 5 years by negotiating with the local Agent representing General Electric (GE)  Asia (Measurement and Control division). This is part of the Change Management process embarked by Shell Upstream in Asia Pacific to its Rotating Equipment section, within its Production and Maintenance Services unit. At the same time, managed to convince the Services Engineers of GE to work hand-in-hand with the Reliability Engineers of Shell in achieving optimal outcomes for the Machine Diagnostics Services deliverables, while not incurring increase in manpower costs or operating costs. (4) Senior Buyer – Drilling and Measurement, Wireline, Well Testing and Well Services (Brunei, Malaysia, Philippines [BMP] Geomarket) for Schlumberger WTA (M) Sdn Bhd. Kemaman, Terengganu, Malaysia. DUTIES AND RESPONSIBILITIES • •

Supervised and managed 1 direct-report subordinate and 4 dotted-line subordinates. Responsible for managing the procurement process by taking into account the cost and cycle-time factors in order to optimally meet operational objectives and various departmental needs. Expediting of materials based on reports created in Schlumberger Web Purchase System (SWPS) by liaising closely with vendors to ensure timely delivery of materials for segments like Wireline, Well Testing, Drilling and Measurement, and Well Services. Suggest improvement processes, and thereafter implement the processes to achieve cost savings, improved quality service and product, and at the same time, aimed to exceed operational targets and requirements. To add value and ease the workload of the staff of other departments by negotiating and signing a 1-year Price and Service Agreement with suppliers of motorcars, hardwares, stationeries, and printers and photocopiers. Ensuring that the high-spend key vendors (top 40%) have formal agreements in place with Schlumberger by developing a database of active agreements, as well as ensuring timely renewal of these contracts. Conduct quarterly vendor audits to ensure that the high-spend key vendors (ie top 40%) meet the upstream oil and gas QHSE (Quality, Health, Safety and Environmental) standards, as well as Schlumberger contractor management standards. Conducting annual review towards overall Procurement and Logistics Flow as a lookout for areas to improve. Periodic involvement in subordinates’ career development.

 ACHIEVEMENTS  Achieved a cost saving of circa RM2 million annually and a shortened delivery time : Managed to source an alternate supplier for wirerope/ wireline/ slickline located within South East Asia for the BMP Geomarket, and negotiate for a shorter delivery window with this alternate supplier. The annual cost savings achieved is in the region of RM2 million. (The incumbent at that time was a European-based supplier who charged higher per unit cost and imposes a 50% longer delivery time.) This effort requires a 6-month working hand-in-hand with the Field Engineers and Service Managers within the Wireline Segment to ensure a minimal interruption to the overall offshore operations. The shorter-turnaround in delivery time goes a long way in resolving the problem of last-minute shortage (due to sudden peak in Schlumberger’s operations requirement).  _________________________________________________________________________________________________________________________________________________________________________________________________________

(5) Purchasing Officer for Triumph Motorcycles UK Limited (Malaysia Representative Office), Petaling Jaya, Selangor, Malaysia. DUTIES AND RESPONSIBILITIES •

Responsible for managing the procurement process for assigned model of high capacity motorcycles by taking into account the cost and delivery-time factors in order to optimally meet production timelines. Identifying new suppliers and discovering improved methods of sourcing. Responsible for building value-adding working process with internal customers : At the very early stage of a particular build-plan, procurement will work very closely with the Product and Design Engineering team in the ‘product design’ stage of a particular motorcycle model. Perform quarterly vendor audits to ensure that vendors for key components (i.e. wire harness and engine) meet Triumph’s vendor quality and delivery standards.

 ACHIEVEMENTS  Achieved a cost saving of circa RM250,000 annually and a lower rejection rate :  Achieved cost savings of over RM250,000 annually (over 5 years) from relocation of plastics injection moulding supplier from India to Teck See Plastics in Bangi, Selangor. This project was initiated due to high rejection rate towards the supplier from India, based on data gathered both from internal quality inspection and customer returns. Upon study by the Project Team on the cause of rejection, it was decided that the quality of plastic mould was inferior due to sourcing of cheap raw materials from sub-contractors. Relocation of plastics injection moulding supplier to Teck See Plastics was accomplished within 6 months. Upon completion of the relocation, the rejection rate has dropped from 2000 parts per million (ppm) to 50ppm.  _________________________________________________________________________________________________________________________________________________________________________________________________________

(6) Senior Executive – Forwarding and Groupage (Logistics) for Maersk Malaysia Sdn Bhd, Penang, Malaysia. DUTIES AND RESPONSIBILITIES (i) • •

Duties and Responsibilities as a Cost Control and Equipment Planner in Johore Operations Department, Maersk Line : Responsible for managing the smooth flow of containers for out-going Export route and in-coming Import route. Responsible for performing cost control role in monitoring the spend incurred for third-party crane services provided for container lift-on and lift-off services.

 ACHIEVEMENTS  Achieved error-free and on-time consolidation of cargoes for various third-party clients : For a continuous 12-month period, managed to ensure a smooth operation of consolidation of textile materials originating from 3 factories owned by different companies (namely Penfabric, Pentex and Toray Industries) located throughout mainland Penang, which supply textile raw materials. Thereafter, these materials are shipped to its counterpart (who acted as a Garment Buying House) in West Europe. This buying house performed the role of an intermediary for the production shop floor function for well-known big brand high-street Clothes Retailers.
