2.0

TRAINING AND PRACTICAL EXPERIENCE OBTAINED

2.1

PERIOD OF TRAINING The field training of the scheduled waste management was conducted at Proton Edar Sdn Bhd. The training was carried out from 1st October 2012 to 31st May 2013 for a period of 7 months. 2.1.1 Introduction to Proton Edar Sdn Bhd Proton Edar Sdn Bhd (PESB) is a subsidiary company under PROTON that operates at the heart of Selangor which is Subang Jaya. PESB was established in 2001. Before that, this company is known as Usahasama Proton-Drb Sdn. Bhd. Appendix A-2 shows the photos of Scheduled wastes that I handle in PESB The types of scheduled wastes and how they are generated are explained as follows: 2.2.1 SW 305 – Spent Engine Oil

This spent lubricating oil was generated from the replacement of used lubricating oil from the cars service activities in PESB Service Centre. Spent engine oil under the scheduled waste category code SW 305 is generated from PESB when mechanics in the service centre do the maintenance, service and repair work for customer’s vehicle. During the changing of engine oil, the spent engine oil from the car becomes wastes. The engine oil is collected and packed into the IBC tanks, labeled and stored in the scheduled waste room before they are sent for recovery. Figure ______ below shows the process flow in which spent lubricating oil is generated. Flowchart New lubricating oil poured into the engine, lubricating oil reduces the engine friction and heat, under extreme pressure and heat, lubricating oil deteriorate slowly, after 3 months, the lubricating oil are changed to protect te engine from damage., spent lubricating oil are generated 2.2.2 SW 409 – Used Empty Container / pail Besides changing parts, mechanic in service centre of PESB also change the lubricant for the customer’s car. The empty containers of the lubricating oil are wastes. All of these containers loaded into the jumbo bags and stored in the scheduled waste room before they are sent for disposal. Figure ______ below shows the process in which used empty containers are generated. Flowchart

2.2.3 SW 410 –Used Oil Filter An oil filter is a filter designed to remove contaminants from engine oil, transmission oil, lubricating oil, or hydraulic oil. The oil filter holds all the excess sludge and grime that the oil catches while lubricating the engine. In PESB, oil filter is the part that is usually changed during the service process in the workshop. When the new oil filter is installed into the customer’s car, the used oil filter is become waste. The oil filter is stored into the open lid drum located in PESB scheduled wastes room before they are sent to prescribed premise for disposal.

Figure ______ below shows the process in which used oil filter are generated. Flowchart

2.2.4 SW 410 – Used Cotton Rags / Gloves During all the maintenance, repair and service works in the workshops, mechanics use gloves handling tools, equipments and machineries. Rags usually used to clean up the work bays or equipment and tools. Once they finished used both of these, gloves and rags become waste that contaminated with scheduled waste. They are collected in an open lid drum located in the scheduled waste room before they are sent for disposal.

2.3

How the scheduled wastes are being managed by me? 2.3.1 Identification and Classification of Scheduled Wastes Scheduled wastes can usually be determined by identifying: -

(a) Spent Engine/lubricating Oil (SW 305) The lubricating oil is used in the engine compartment of the motor vehicles. The purpose of lubricating oil is to lubricate the engine parts and components to minimize friction and erosion of the engine. After use for duration of time and/or distance the lubricating oil becomes thermally degraded and need to be changed with new lubricating oil Based on the First Schedule of EQSWR 2005, the used lubricating oil is categorized as scheduled waste under the category code SW 305 for the presence of the hydrocarbons mineral oil and ware metal components and hazardous. Used lubricating oil or used engine oil is collected and packed in the IBC tanks. These tanks are labeled for storage before the oil is pumped out to be sent for recovery.

(b) Used Oil Filter (SW 410) Changing the oil filter is vital to car maintenance; repair and service process in PESB operations because without a new oil filter in place, new engine oil will be passing through the old filter, making it dirty and less effective. When the filter is changed, the used filter becomes waste. As the used oil filter is contaminated with scheduled waste which is mineral oil and toxic, this waste is categorized under code SW 305 on the First Schedule of EQSWR 2005.

(c) Used Empty Container (SW 409) Scheduled wastes of empty containers are identified from it source by Changing of lubricating oil for customer’s car. These empty containers are hazardous due to contamination with mineral oil. This waste is categorized under code SW 409 on the First Schedule of EQSWR 2005.

(d) Used Cotton Rags / Gloves (SW410)

Contaminated rags are identified from the processes which PESB made use of the rags for cleaning and handling tools and equipments in workshops. In this case the rags are used to clean mineral oils in all activities of PESB’s workshop. By referring to First Scheduled of EQSWR 2005, this waste is categorized under SW410.

2.3.2 Notification of the Generation of Scheduled Wastes

Notification to DOE is done whenever a scheduled waste is generated by the service centre. Notification is initiated by the staff that is in charge of generating that scheduled waste. However, I supervise and keep all the sending process on track as the controller in scheduled waste management. Records are sent to me to be kept. Notification is done in 2 copies. A copy is then filed centrally for future reference. Notification is also performed in e- Scheduled waste Information system (eswiss) for improvement and good practice which is conducted through the online system. Notification was carried out according to the Second Schedule form (Regulation 3) of EQSWR 2005. Appendix C1.1 shows the copy of completed notification form submitted to the DOE in Selangor for all the scheduled wastes generated by the company. 2.3.3 Packaging and Labeling of Scheduled Wastes All scheduled waste of the PESB are packed and labeled according to their physical and chemical properties in appropriate containers. In doing so, we ensure that the scheduled waste are compatible with the containers used as well as the compatibility between the different types of wastes. We have take into consideration to check scheduled waste consideration based on the Fourth Schedule (Regulation 2) of EQSWR 2005. Labeling requirements for scheduled waste were followed based on the Third Schedule (Regulation 10) of EQSWR 2005. All four (4) scheduled waste that commonly generated by PESB are listed as below; (a) SW 305 – Spent Lubricating Oil

Mechanics will transfer the spent lubricating oil from their respective bay into the IBC tanks located in the Scheduled Waste Room. They are then labeled with the following information: -

2.3.4 Storage of Scheduled Wastes The company has allocated a certain area in our premise to store the scheduled waste generated by the company. Two (2) rooms are provided to store the scheduled wastes; one for the location of IBC tanks contain used lubricating oil (SW 305), waste coolant (SW327), included the used rags and oil filters (SW 410), another one room to store all the jumbo bags contains containers contaminated with scheduled waste (SW 409). Both area is clearly marked with the words “Danger : Hazardous Waste Area ”, “Do Not Enter”, “Authorized Personnel Only”. The scheduled wastes are stored for a maximum of 180 days from the date when they were first generated or a maximum total waste of 20 metric tons. Appendix B-4.1 and Appendix B-4.2 shows the photograph and the lay out plan of the scheduled wastes storage area at the following address: Centre of Service Excellence Km 33.8, Westbound Shah Alam Expressway,

47600, Subang Jaya Selangor. 2.3.5 Inventory of Scheduled Waste The first inventory was submitted in __________. Records of the six () scheduled waste category codes are monitored from the day they were generated by using the inventory form as per the Fifth Schedule of the EQSWR 2005. The inventory records of all the scheduled wastes generated by PESB have been submitted monthly to the DOE Selangor. Appendix C-2.1 shows the example of inventory records of PESB’s scheduled wastes from the month of ________ 2012 to April 2013. In order to keep up o date inventory data, we have also devised a computerized log book system to record the generation of scheduled wastes in our company on a weekly basis. Appendix C-3.1 shows the data in our weekly computerized log book on scheduled wastes. 2.3.6 Transportation of Scheduled Waste Scheduled wastes are sent for disposal through licensed transporters. Currently we are making use of the following licensed transporters: Hiap Huat Chemicals Sdn Bhd, Lot A-4 Kaw. MIEL, Bentong Industrial Estate , 24600 Bentong Pahang. Started from________the drivers of the licensed transporters are briefed and given a set of Waste Information (Waste Card) every time they come to collect the scheduled wastes from our company. Each scheduled waste category code has different Waste Card

Every time the transporters come to collect the scheduled wastes, I briefed them of the use of waste card. If they come with different persons each time they do their collections, I will make sure they also get the waste card and a briefing from me. As a record, they have to sign the form once they received the waste card from us. Appendix C-4.1 shows the wastes card for spent lubricating oil. Appendix C-4.2 shows the wastes card for Used Cotton Rag and Gloves Appendix C-4.3 shows the wastes card for used empty containers Appendix C-4.4 shows the wastes card for oil filter 2.3.7 Recovery and Disposal of Scheduled Waste Scheduled wastes from PESB are sent to prescribed premise only. Currently we are sending the PESB scheduled waste for offsite recovery and disposal to the following prescribed premise: Hiap Huat Chemicals Sdn Bhd, Lot A-4 Kaw. MIEL, Bentong Industrial Estate , 24600 Bentong Pahang. During the process of sending out the scheduled waste to prescribed premise, I make sure the consignment note is filled up accordingly by the person in charge (PIC). The PIC fills up the Consignment Note and request the transporters to fill up Part II, in 6 copies. I keep 2 copies (one copy to be sent to DOE and another one for our file) and give the balance 4 copies to the transporter to bring them to the prescribed premise. Appendix C-5.1 is the copy of our Consignment Notes with duly filled up Part I and Part II.

Once the prescribed premise received our scheduled wastes they will fill up Part III and send one copy back to us. The other three copies are for the transporter, for their file and another copy to be sent to the DOE. AREAS

OF IMPROVEMENT OF THE SCHEDULED WASTE

2.4.1 Company’s SHE manual On _____________2012, PESB came up with a revised Safety health & environment Manual. The manual was revised and developed by my colleague and I in order to be compliance in all legal aspects of safety, health & environment. Before this there are no environmental aspects included in the manual especially in term of Scheduled waste management. The

proposal for updated and revised SHE manual was signed by the Chief Executive Officer on_________2012 and adopted as the official SHE manual for Proton Edar sdn Bhd. Appendix B-1.1 shows a copy of our Safety, Health & Environment (SHE) manual after revision (scheduled waste parts) 2.4.2 Staffs awareness of Scheduled Waste During the session for on boarding staff in PESB, SHE department is given 2 days session to give the explanation on safety, health & environment to them. In the past, there is no slot for scheduled wastes management in the training but now we slot in the session to give them an initiative of awareness in scheduled

wastes

management.

The

first

session

on

“Scheduled Waste Management” was conducted by me on _________2012 Besides, internal emails and bulletins are circulated to all people in the PESB on scheduled waste as continuous education to them. The bulletins are published every two months and we make sure that every edition is included with information on scheduled waste management. Furthermore, providing continuous education is one of Key Performance Indication (KPI) of our department. The training was conducted on ___________ Appendix B-3.1_________ is the power point presentation training module on topic__________________ 2.4.4 Packaging and labeling of Scheduled Wastes Before October 2012, the scheduled wastes of the company were not packed and labeled properly according to the guidelines in EQWSR 2005. There are no company’s informations, date, and labels on the packaging. I have made the alteration to the packaging and labeling of the scheduled wastes in PESB. Emails also circulated to all branches in order to standardize the labeling and packaging process of scheduled wastes. Since October 2012, we identified all the scheduled wastes and labeled the wastes containers appropriately with the following informations: -

Appendix ____B-4.2______ shows the current packaging and labeling of scheduled waste in PESB. 2.4.5 Scheduled Waste Storage Area and Signage Before this, the drums and jumbo bags for scheduled waste area were not located in certain specific areas. Mechanics tend to locate the collection drums just nearby the working bay. Sometimes they even mixed with solid waste. There are also a pack of oil pumps outside the scheduled waste rooms. Before this, the scheduled waste room is labeled as “waste oil room”. Gemba activities were done to improve all the situation at this area. Since October 2012, I have changed the scheduled waste room labeling from “Waste Oil Room” to “Scheduled Waste Room”. The scheduled waste room was marked with the following sign: “DANGER; SCHEDULED WASTE STORAGE ARE” “NO ADMITANCE TO UNAUTHORIZED PERSONNEL” “STRICTLY NO SMOKING” Appendix ________B-5.1____ shows the situation at the scheduled waste room before the improvement.

Appendix B-5.2 shows the situation at the scheduled waste room after the improvement. 2.4.6 Waste Information (Waste Card) In the past, there is no waste information (waste card) provided for the scheduled wastes of the company as there are no specific person in charge in environment. As I am appointed to lead the environmental unit in SHE Department, I managed to appoint a consultancy company to prepare the waste card for PESB in order to comply with regulation 13 EQSWR 2005.
