Since taking ofce on June 30, 2016, Philippine President Rodrigo Duterte has carried out a “war on drugs” that has led to the deaths o over 12,000 Filipinos to date, mostly urban poor. At least 2,555 o the killings have been aributed to the Philippine Naonal Police. Duterte and other senior ofcials have insgated and incited the killings in a campaign that could amount to crimes against humanity. Human Rights Watch research has ound that police are alsiying evidence to jusy the unlawul killings. Despite growing calls or an invesgaon, Duterte has vowed to connue the campaign. Large-scale extrajudicial violence as a crime soluon was a marker o Duterte’s 22-year tenure as mayor o Davao City and the cornerstone o his presidenal campaign. On the eve o his May 9, 2016 elecon victory, Duterte told a crowd o more than 300,000: “I I make it to the presidenal palace I will do just what I did as mayor. You drug pushers, holdup men, and do-nothings, you beer get out because I'll kill you.”
