Recording Configuration The recording configuration consists of: • The recording session defined by a time schedule.

• The cell set, defining in which cells to record. • One or more frequency sets specifying which frequencies to measure.

• A yes/no indicator if intermediate results shall be reported after each recording period.

• A percentile value that specifies which RXLEV value to report from the recorded interference distribution.

Recording Procedure • The measurements are made with the same resolution and range as normal RXLEV measurements • For each frequency a sample is taken once every 15 seconds. • One sample represents the signal strength during one burst. • Each frequency will be sampled on a randomly chosen (possible) channel. • Samples will only be taken on the following logical channel combinations:

• Maximum four bursts on the same channel during one SACCH period (480ms) are used for FAS measurements, irrespective of whether the channel is idle or not. • During the 15 second cycle, the first 10 seconds are used for measurements on idle channels only. • If the measurements are not completed after that, busy channels will also be used the remaining 5 seconds. The measurements are not distributed uniformly in time, but performed as fast as possible.

Recording Evaluation The results will contain: • The number of samples per measured frequency • The median interference, in RXLEV, per measured frequency • The Xth percentile value (in RXLEV) of the interference distribution per measured frequency, where X is given in the recording configuration If traffic load statistics are fetched, there will be two validity counters per cell: • The average traffic load during the recording periods. • The lowest quotient between the traffic load of an two recording periods. 03813-LZU 108 3704 Uae Rev C

Background • Handover decisions are based to measurements on neighboring cells, performed by the Mobile Station (MS) in active mode. • A list of frequencies, the active mode BCCH Allocation (BA) list, is throughout a call repeatedly sent to the MSs on the Slow Associated Control Channel (SACCH). • The MS measures signal strength and tries to decode the Base Station Identity Code (BSIC) on each frequency in the list. • The six strongest of the frequencies for which the BSIC was decoded successfully are reported back to the system in a Measurement Report. • Such a report is sent on the SACCH (uplink) once every 480 ms.
