FAS is Operated from OSS OSS initiates the BSC function Radio Interference Recording (RIR) The activities in FAS can be divided into four parts: - The recording configuration - The recording procedure - The recording evaluation - Sending data to CNA with the FAS change order.
03813-LZU 108 3704 Uae Rev C
Slide
7 (104)
Recording Configuration The recording configuration consists of: • The recording session defined by a time schedule.
• The cell set, defining in which cells to record. • One or more frequency sets specifying which frequencies to measure.
• A yes/no indicator if intermediate results shall be reported after each recording period.
• A percentile value that specifies which RXLEV value to report from the recorded interference distribution.

Recording Procedure • The measurements are made with the same resolution and range as normal RXLEV measurements • For each frequency a sample is taken once every 15 seconds. • One sample represents the signal strength during one burst. • Each frequency will be sampled on a randomly chosen (possible) channel. • Samples will only be taken on the following logical channel combinations:
• Maximum four bursts on the same channel during one SACCH period (480ms) are used for FAS measurements, irrespective of whether the channel is idle or not. • During the 15 second cycle, the first 10 seconds are used for measurements on idle channels only. • If the measurements are not completed after that, busy channels will also be used the remaining 5 seconds. The measurements are not distributed uniformly in time, but performed as fast as possible.

9 (104)
Recording Evaluation The results will contain: • The number of samples per measured frequency • The median interference, in RXLEV, per measured frequency • The Xth percentile value (in RXLEV) of the interference distribution per measured frequency, where X is given in the recording configuration If traffic load statistics are fetched, there will be two validity counters per cell: • The average traffic load during the recording periods. • The lowest quotient between the traffic load of an two recording periods. 03813-LZU 108 3704 Uae Rev C

55 (104)
Background • Handover decisions are based to measurements on neighboring cells, performed by the Mobile Station (MS) in active mode. • A list of frequencies, the active mode BCCH Allocation (BA) list, is throughout a call repeatedly sent to the MSs on the Slow Associated Control Channel (SACCH). • The MS measures signal strength and tries to decode the Base Station Identity Code (BSIC) on each frequency in the list. • The six strongest of the frequencies for which the BSIC was decoded successfully are reported back to the system in a Measurement Report. • Such a report is sent on the SACCH (uplink) once every 480 ms.

Neighboring Cell Support is operated from OSS. OSS initiates the Base Station Controller (BSC) function Active BA List Recording according to the user's settings. The activities in Neighboring Cell Support can be divided into four parts: 1 the recording configuration, when the user schedules a recording, 2 the recording procedure, when the system carries out the activities specified in the recording configuration, 3 the recording evaluation, when the user requests a presentation of recording data. 4 the creation of change orders, when the user exports a change order to a planned area in CNA.

Recording Configuration The recording configuration consists of: • A cell set, defining where to record. A cell set may contain cells from more than one BSC. • A list of test frequencies, called a frequency set, specifying what frequencies to add to the active mode BA lists. • A time schedule that defines when recordings should be made. • A relative signal strength threshold. • An absolute signal strength threshold. • The length of recording segments • The maximum number of test frequencies that may be added to the active mode BA lists at one time. 03813-LZU 108 3704 Uae Rev C

Recording Configuration The relative signal strength threshold is related to a counter that is incremented every time SSf,BSIC > SSserv + Θrel is fulfilled. Active BA list recordings • The minimum required measurement reports for a cell in order for it to be regarded as a candidate for evaluation of additions, MinCountsDL. • The total number of measurement reports received in a cell when a certain frequency was included in the BA list, MRtot. • The number of measurement reports received when a certain frequency/BSIC combination was reported stronger than the sum of the serving cell signal strength and the relative signal strength threshold. This is denoted MRrel

The measured radio characteristics are: • • • •
Signal strength in both Uplink (UL) and Downlink (DL). Signal Quality in both UL and DL. Timing Advance (TA). Power level used by the MS and Power reduction of the BTS. • UL and DL Pathloss.

89 (104)
Recordings can be controlled in the BSC or in OSS. • In BSC MRR is operated directly by BSC commands. • In OSS MRR is an application in the Radio Network Optimization (RNO) framework. Cell names and cell data are fetched from Cellular Network Administration (CNA)
