National foreword BS 5649 will be issued in Parts as they are completed and approved, and until the first nine Parts are published it will not be possible to supersede the present British Standards for lighting columns. As the Parts are issued recommendations will be given for their implementation together with a list of clauses in the existing standards which they will eventually supersede. It is hoped that a gradual change-over will be obtained which will terminate with the total withdrawal of the existing standards. The British Standards affected by BS 5649-5 are BS 1308, BS 1840 and BS 3989, specifications for concrete, steel and aluminium street lighting columns respectively. It is anticipated that the affected clauses in the existing standards will be withdrawn in accordance with the following timetable: BS 1840 and BS 3989: One year from the publication of this Part of this standard BS 1308: Three years from date of the last Part published, of Parts 3 to 9 of this standard BS 5649-5 covers some or all of the requirements also covered in the following clauses of the existing British Standards. BS 1308 1.12.1 1.12.2 1.13 1.14 1.17 1.18 1.22 1.23

It should be noted that the work on the further Part, dealing with special requirements for plastics columns and mentioned in the CEN foreword, is not now to proceed.

Clause 3.2 refers to EN 40-3 which was not approved by the UK. However, the UK abstention vote was intended to enable the UK to add welding requirements to Part 3. The technical requirements in EN 40-3 are identical with those in clauses 1 to 6 of BS 5649-3:1982. NOTE The titles of the publications referred to in this standard are listed on the inside back cover.

 A British Standard does not purport to include all the necessary provisions of a contract. Users of British Standards are responsible for their correct application. Compliance with a British Standard does not of itself confer immunity from legal obligations.

EN 40-5

Brief history This European Standard was drawn up by the Technical Committee CEN/TC 50 “ Lighting columns and spigots ”, the Secretariat of which is held by BSI. This European Standard was adopted by CEN on the strength of its acceptance by the following member countries: Denmark, Greece, Italy, Netherlands, Portugal, Spain, Switzerland, United Kingdom. Foreword This European Standard was drawn up by the member countries of CEN/TC 50, Austria, Belgium, France, Germany, Italy, Netherlands, Switzerland and United Kingdom (Secretariat). The standard EN 40 “Lighting columns” consists of the following Parts:  — Part 1: Definitions and terms;  — Part 2: Dimensions and tolerances;  — Part 3: Materials;  — Part 4: Surface protection of metal lighting columns;

 — Part 5: Base compartments and cableways;  — Part 6: Design loads;  — Part 7: Verification of structural design by calculation;1)

 — Part 8: Verification of structural design by testing;

EN 40-5

1 Scope and field of application This European Standard specifies the requirements for base compartments, cableways and earthing terminals of lighting columns having nominal heights u 20 m for post top columns and u 18 m for columns with brackets. 2 References EN 40-3:1982, Lighting columns —  Part 3: Materials.

IEC 529:1976, Classification of degrees of protection  provided by enclosures.

3 Base compartments and cableways 3.1 Compartment dimensions . When a base compartment is supplied its free space, height, width and depth dimensions shall be stated by the manufacturer. 3.2 Compartment door . The door shall be made from materials specified in EN 40-3 and shall be corrosion resistant or corrosion protected. On metal columns the door shall be protected to an equivalent degree of protection to that provided on the column. It shall resist unauthorized entry and damage by vandals which might cause an electrically unsafe situation. The door shall be fitted in a manner that complies with the protection category IP 33 in IEC Publication 529. 3.3 Attachment of electrical equipment . The compartment shall be provided with means of attaching electrical equipment. This attachment shall accord with the national practice of the country in which the column is to be installed. Where a metal tray is used, it shall be of corrosion resistant material or be protected against corrosion. Where a baseboard is used, it shall be manufactured from material which is substantially non-hygroscopic and rot resistant. 3.4 Electrical cableways. Cableways from the base compartment to the lantern connection shall be a minimum of 18 mm containing diameter unless otherwise agreed between purchaser and supplier. Cableways from the cable entry slot to the base compartment shall be a minimum of 50 mm containing diameter. All cableways shall be smooth and free from obstruction with no sharp edges, flashes, burrs and the like which might cause abrasion of the cables.

4 Protection category Parts of the column above ground level not covered by 3.2 shall comply with the protection category IP 23 in IEC Publication 529 when assembled in accordance with the manufacturer’s instructions. 5 Earthing terminals Where columns are to be earthed by means of an earthing terminal on the column or baseboard, the following requirements shall apply. The earthing terminal provided shall be corrosion resistant, shall have substantial contact surfaces for the attachment of an earthing conductor and shall be readily accessible. Except for doors there shall be reliable electrical contact between all exposed metal parts of the column and bracket where fitted, and the earthing terminal (this does not include the metal reinforcement in concrete columns). Whether or not this contact includes the door shall accord with the national practice of the country in which the column is to be installed. The attachment of the fixed part of the terminal shall be designed and executed so as to prevent it from being rotated when the clamping part is moved. If the fixed part of the terminal consists of a bolt its dimensions shall not be less than M8. The clamping part shall be designed so as to avoid any damage to the earth conductor or its insulation during tightening or loosening. The earthing terminal, or the column or baseboard adjacent to the terminal, shall be distinctly and durably marked with the symbol N.
